Grant Description
The Pennsylvania Department of Transportation (PennDOT) is applying FFY 2020 ($50,865) and FFY 2021 ($11,822,558) Section 5310 Enhanced Mobility of Seniors and Individuals with Disabilities Program funds in the total amount of $11,873,423 to support the state's FFY 2020/2021 Program of Projects (POP). PennDOT is applying for funding in rural, small urban, and large urban areas in Pennsylvania as follows:

Lancaster: $437,016
Philadelphia: $3,639,135
Pittsburgh: $1,904,747

The allocation letters for the Youngstown funding are attached in the application documents. Projects include the purchase of one hundred thirty-six (136) accessible under 30-foot replacement buses, thirty-five (35) accessible replacement vans, and one (1) operating project. The FFY 2020 and FFY 2021 Section 5310 POP for the Commonwealth of Pennsylvania is attached to this application under application documents.
The total number of recipients funded in the POP is forty-two (42) subrecipients, which include twenty (20) public bodies approved by the state to coordinate services for seniors and individuals with disabilities. All 42 subrecipients will be providing demand response service with the new vehicles. The projects in this application are included in the Coordinated Public Transit - Human Services Transportation Plans developed by various Pennsylvania Planning and Development Councils located throughout the Commonwealth of Pennsylvania and approved by PennDOT. All the projects listed in the POP are under Category A. The projects in this grant meet the requirement to spend at least 55% on traditional capital projects.
The State Management Plan for the Section 5310 program was approved by FTA on 12/29/2017 and is attached to this grant under application documents. Please note that the revised State Management Plan that is currently being reviewed by FTA Region 3 is also attached.
The non-federal share will be provided by the Commonwealth of Pennsylvania and/or the local government.
Purpose: The purpose of this award is to provide the state of Pennsylvania and its 5310 subrecipients funding for operating assistance and accessible vehicles (capital). The program purpose of this funding is to improve mobility for seniors and individuals with disabilities by removing barriers to transportation service and expanding transportation mobility options.
Activities to be performed: The funds being requested under this grant application will be used to cover eligible operating and capital expenses, such as the purchase of accessible rolling stock for paratransit operations. These funds are needed so that the subrecipients can continue to provide safe and reliable transportation, as well as maintain the vehicles in a state of good repair.
Expected outcomes: Continued safe and effective operation of transit services for all areas of Pennsylvania that provide paratransit services to individuals with disabilities and senior citizens. Replace capital equipment that has met its useful life to maintain a state of good repair and safe and accessible operations.
Intended beneficiaries: Pennsylvania state transit agencies, private non-profit agencies, senior citizens, and individuals with disabilities in all areas of the state (rural, small urban, and urban).
Subrecipient activities: The subrecipients listed in the attached POP will receive capital funding for the acquisition of accessible rolling stock to meet the state of good repair. These subrecipients will provide safe and reliable paratransit service to individuals with disabilities and senior citizens throughout the state of Pennsylvania. Also, one subrecipient will receive operating funds to provide paratransit service.
