Grant Description
The Luzerne County Transportation Authority (LCTA) is applying FFY 2021 Section 5307 Surface Transportation Program (STP) Flex funds in the amount of $1,744,800 (FF) and FFY 2019 Section 5339 Bus and Bus Facilities (BBF) funds allocated to the agency by PennDOT in the amount of $3,500,000 (FF), for a grand total amount of $5,244,800 (FF) to partially fund the construction of LCTA's new replacement administrative and maintenance facility.
Documentation regarding the transfer of Federal Highway Administration (FHWA) STP funds to FTA Section 5307 for this grant is attached in TRAMS under application documents. This transfer request was made by the Pennsylvania Department of Transportation (PennDOT) to FHWA on 07/16/2021 and approved on 07/21/2021. See the flex letter attached to this grant.

The allocation letter is dated 11/16/2021, and FTA approved TIP amendment on 02/09/2022, and the document is attached under application documents.
The non-federal funding for this grant will be provided by the Commonwealth of Pennsylvania, City of Wilkes-Barre, and Luzerne County.
Purpose of Award:
To fund a portion of the construction of LCTA's new administrative/maintenance facility.
Activities to be performed:
This award is for the initial construction phase of LCTA's new 208,000 square foot administrative/maintenance facility (formerly Murray Complex) to include:
- New bus storage and maintenance garages
- New administrative offices
- New bus wash
LCTA is working with construction management to complete activities. Construction includes any structural, architectural, mechanical, electrical, and plumbing work associated with the facility.
Expected outcomes:
Progress made on initial construction activities at the project site.
Intended beneficiaries:
Efficiencies created by the new facility will benefit both passengers and employees, ensuring continued operation of mass transit in the LCTA service area.
