Grant Description
The City of Hazleton, doing business as Hazleton Public Transit (HPT), is applying Federal Funds Year (FFY) 2020 Section 5339(b) Bus and Bus Facilities Grant in the total amount of $10,000,000 for the construction phase of HPT's new bus maintenance and storage facility project to reduce reliance on private contractors and ensure proper maintenance and control of publicly-owned assets. The facility will allow all-indoor storage, a modern maintenance space and equipment, limited office space for contractor and HPT staff, and a compressed natural gas (CNG) station.
On August 18, 2020, a Federal Register Notice (FRN) was published announcing the Federal Transit Administration's selection of projects funded under the FY2020 Buses and Bus Facilities Program (see attached under application documents). In this FRN, as detailed on page 50883, D2020-BUSC-173 City of Hazleton was selected to receive $10,000,000 in Federal Transit Administration (FTA) FFY 2020 Section 5339(b) Buses and Bus Facilities Grants Infrastructure Competitive Program (Bus Programs) funds. A copy of the competitive application proposal is attached.
These funds will be added with other grant applications to assist with the construction of the bus maintenance and storage facility project. A copy of the project budget spreadsheet is attached in this grant application. The non-federal share will be provided by the Commonwealth of Pennsylvania and the County of Luzerne.
Purpose: The purpose of this award is to provide Hazleton Public Transit (HPT) capital funding for the construction phase of HPT's new bus maintenance and storage facility project to reduce reliance on private contractors and ensure proper maintenance and control of publicly-owned assets. The facility will allow all-indoor storage, a modern maintenance space and equipment, limited office space for contractor and HPT staff, and a compressed natural gas (CNG) station.
Activities to be performed: Funds will be used for the construction phase of a new bus maintenance and storage facility.
Expected outcomes: The facility will better enable the ability to promote proper maintenance and storage of revenue vehicles, increasing the longevity of assets and promoting state-of-good repair. The facility will allow for more competitive bidding in future service contracts, in turn increasing competition and may result in cost benefit. Reduce reliance on private contractors and ensure proper maintenance and control of publicly-owned assets.
