Grant Description
The Cambria County Transit Authority (CamTran) is applying $3,734,739 in federal funds apportioned to the Johnstown Urbanized Area towards the Johnstown Incline Rehabilitation Project. The federal funding breakdown is listed below:

Section 5337 State of Good Repair funds in the total amount of $31,236:
- $15,923 in Federal Fiscal Year (FFY) 2018 Section 5337 funds
- $15,313 in FFY 2019 Section 5337 funds

Section 5307 Urbanized Area (UZA) Formula Program funds in the total amount of $3,419,983:
- $2,503,983 in FFY 2017 Section 5307 funds
- $281,813 in FFY 2020 Section 5307 funds
- $634,187 in FFY 2021 Section 5307 funds
- $283,520 in FFY 2018 STP Flex funds

Purpose of Award: The rehabilitation of CamTran's inclined plane transit line will help ensure CamTran operates a safe, reliable, and efficient unique public transportation system in the city of Johnstown.

Activities to be Performed: The activities to be included in the incline rehabilitation project are those listed in the attached Johnstown Incline Section 106 Program Comment Evaluation document, as described. These activities include rehabilitation to the incline's electrical system, pneumatic system, sheave supports, the incline's track structure, the upper and lower stations, and the incline rail cars.

Expected Outcomes: The rehabilitation project performed on the Johnstown inclined plane will ensure the inclined plane transportation line operates in a state of good repair to promote the safe operation and minimize in-service breakdowns on the transit line, impacting its service delivery of this unique transportation feature.

Intended Beneficiaries: Passengers, employees, and contractors of the Johnstown inclined plane transportation line and facilities, the city and businesses of Johnstown, Cambria County, and other individuals and stakeholders that benefit from the Johnstown inclined plane transportation line and facilities.

Subrecipient Activities: N/A

By executing this grant, we certify that projects funded in this grant are aligned with the September 2018 TAM Plan and are identified in its investment prioritization section.

The non-federal share will be provided by the Cambria County Commissioners and the Commonwealth of Pennsylvania.

The documentation regarding transfer of Federal Highway Administration (FHWA) funds to the FTA for this grant is attached in TRAMS under Application Documents. This transfer request was made by the Pennsylvania Department of Transportation (PennDOT) to FHWA on July 23, 2018, and concurred upon by FTA on August 2, 2018.
