Grant Description
Ketchikan Indian Community (KIC or the Tribe) is a federally recognized tribal government organized under a constitution and bylaws (collectively, the Constitution) ratified on October 18, 2017,

and previously organized under a constitution and bylaws ratified on January 16, 1979,

and previously organized under a constitution and bylaws ratified on January 27, 1940,

in each instance pursuant to Section 16 of the Indian Reorganization Act (IRA) of 1934 as amended.

Ketchikan Indian Community and its tribal citizens within the jurisdiction of Ketchikan, Alaska, is made up of (defined in KIC's amended and restated constitution and bylaws October 18th, 2017 Article II-Territory and Jurisdiction- Sec. (1) Territory) traditional and original inhabitants the Taanta Kwaan and Saanya Kwaan Tlingit Nation,

including members of the Haida Nation, and the Tshimpshean Nation, all of Southeast Alaska.

KIC represents over 6,000 Native people, thus the 2nd largest federally recognized body of blood descendants of Southeast Alaska.

On behalf of the traditional ancestral land owners of the Ketchikan area, the Saanya Kwaan and Taanta Kwaan Tlingit support KIC to represent them in regards to NAGPRA and other various acts and laws that relate to sacred sites and cultural heritage protection.

In collaboration with the Saanya Kwaan Taanta Kwaan Tlingit of Southeast Alaska, KIC will travel to various museums to conduct research and consult with museums in regard to clan property in their inventories.

This project will access and evaluate the museum summaries to identify specific objects broadly identified as Tlingit, Ketchikan, Tongass, Saxman, Dixon Entrance, Metlakatla, Cape Fox Village, Tongass Village.

This project will also establish a line of communication for consultation.

In consultation with the museums and traditional leaders of the Saanya Kwaan and Taanta Kwaan, we will attempt to identify clan property alienated from the Saanya Kwaan and Taanta Kwaan of Cape Fox Village and Tongass Village.

Review documents as and research museum inventories and summaries for associated funerary objects, unassociated funerary objects, sacred objects, objects of cultural patrimony and human remains for specific objects belonging to the Saanya Kwaan and Taanta Kwaan Tlingit.

The museums to be contacted for specific objects within their collection include:

Nelson Atkins Museum-Kansas City, Motlingit, Raven Clan Helmet

Harvard Peabody Museum-Boston, Matlingit, Bear Clan Helmet

Denver Museum Nature and Science-Denver, Cotlingit, Eagle Thunderbird Clan Helmet

Burke Museum-Seattle, WavariouS objects listed as Tlingit Chief Tongass George, Taanta Kwaan-Alaska.

KIC will consult with traditional clan leaders of the Saanya Kwaan and Taanta Kwaan regarding cultural protocols, ceremony, cultural history and keep them abreast of current status of research findings as it relates to clan members and clan property in museums.

KIC and the traditional leaders of the Saanya Kwaan and Taanta Kwaan anticipate to identify clan property in museums listed above and determine cultural affiliation to either the Saanya Kwaan and Taanta Kwaan Tlingit for future repatriation for continuation of cultural patrimony.

KIC is dedicated to the cultural heritage survival and will promote, implement and carry out various cultural preservation programs and projects with NAGPRA and other preservation acts and laws.

FUNDING OPPORTUNITY GOALS THE GOAL OF THIS ANNOUNCEMENT IS TO FUND CONSULTATION PROJECTS THAT SUPPORT EFFORTS RELATED TO COMPILING OR REVISING A NAGPRA INVENTORY AND MAKING OR RESPONDING TO REQUESTS FOR REPATRIATION OF ITEMS IN A NAGPRA SUMMARY. THE GOAL OF THIS ANNOUNCEMENT IS TO FUND DOCUMENTATION PROJECTS THAT SUPPORT DETERMINING THE GEOGRAPHICAL ORIGIN, CULTURAL AFFILIATION, AND OTHER BASIC FACTS SURROUNDING THE ACQUISITION OF NATIVE AMERICAN CULTURAL ITEMS. THE GOAL OF THIS ANNOUNCEMENT IS TO FUND PROJECTS (CONSULTATION AND DOCUMENTATION PROJECTS) THAT ARE COLLABORATIVE ANDLEAD TO DETERMINING CONTROL, TREATMENT, REPATRIATION, AND DISPOSITION OF NAGPRA CULTURAL ITEMS.
