Overview
Grant Description
The St. Pauls Blue Greenway will transform obsolete public housing and underground urban stormwater system into an open recreational and park area that will provide outdoor recreation for all ages and abilities and unique green stormwater management features to protect the community from frequent flooding.
ORLP funds and local match will support new recreational amenities including substantial amounts of park benches, seating with tables, picnic tables, game tables, as well as plaza playground seating. Other amenities will include sufficient litter recycling receptacles, a dumpster and enclosure, bike racks, grills, safety bollards, two destination playgrounds, a 10-station fitness area, and an outdoor environmental education area.
Physical improvements to the area will include access and surface materials: flush curbs, crushed stone with organic lock binders, Hanover concrete pavers, granite cobble paving, play area paving, fitness area PIP Softplay surfaces, seat walls, and stepped pavers. The site will feature a weir overlook deck, a channel pier, an outdoor stage, and a picnic pavilion.
Other park amenities will include dog waste stations, water bottle filling stations, bike repair stations, a splashpad, inground lights, curbing steps for fitness play areas, a pavilion, and a concession pavilion. Landscaping and plantings will also be incorporated with herbaceous and green plugs, herbaceous and grass containers, bulbs, shrub containers, trees, and soil. Additional project activities include architectural lights for increased safety and a possible future kayak rental unit.

THE NOTICE OF FUNDING OPPORTUNITY IS INTENDED TO ENGAGE PARTNERS IN PROJECTS TO ADVANCE THE GOALS AND OBJECTIVES OF THE SUBJECT PROGRAM. THE NATIONAL PARK SERVICE (NPS) IS SEEKING APPLICATIONS FOR THIS NOFO THAT MEET THE PURPOSE AND FOCUS OF THE SUBJECT FINANCIAL ASSISTANCE PROGRAM. SUCCESSFUL APPLICATIONS WILL INCLUDE ACTIVITIES THAT DIRECTLY SUPPORT THE GOALS AND OBJECTIVES OF THE PROGRAM.
