Project Grant

Overview

Grant Description
Application purpose: This initial application includes $26,317,200 of the $39,000,000 awarded under the FY 2024 Section 5339(c) Low or No Emission Vehicle Deployment (LOW-NO) competitive program to purchase fourteen (14) articulated 60-foot hydrogen buses, fund workforce training for the new vehicle type, and make improvements to Powell Operations Facility.

The remaining $12,682,800 will be added when NEPA is completed, which is estimated in Spring 2025.

This project was selected by FTA for funding on July 26, 2024, based on the criteria described in the Notice of Funding Opportunity (NOFO) published in the Federal Register on February 8, 2024.

Discretionary project ID - D2024-LWNO-053.

Funding for this project is also included under OR-2024-022 with Areas of Persistent Poverty (AOPP) funds.

Activities performed: The initial award is to use federal funds to purchase approximately fourteen (14) articulated 60-foot hydrogen buses for replacement of older 40-foot diesel buses that are past their useful life, workforce training to maintain and operate the new vehicle type, and preliminary engineering/design for improvements to TriMet's Powell Operations Facility.

Expected outcomes: By deploying hydrogen buses in place of existing diesel buses, TriMet will reduce the energy consumption and harmful emissions with its fleet.

Intended beneficiaries:
- Purchasing hydrogen buses to replace diesel buses will address consumption in the changing energy market while significantly reducing harmful emissions.
- Converting to hydrogen has significant co-benefits in reduced air and noise pollution as well as potential long-term net savings in maintenance operations and fuel.
- Buses operating with green hydrogen would produce little well-to-wheel greenhouse gas emissions and fewer local pollutants; the only gaseous emissions would be water vapor and heat.
- TriMet's project will create a new series of trainings both pre-hire for new workers and post-hire for our existing workforce.

Subrecipient activities: Yes. TriMet intends to subaward funds to Portland Community College (PCC) and apprenticeships with supportive services developed with Work Systems Inc.
Funding Goals
THE LOW-NO PROGRAM PROVIDES FUNDING FOR THE PURCHASE OR LEASE OF ZERO-EMISSION AND LOW-EMISSION TRANSIT BUSES INCLUDING ACQUISITION CONSTRUCTION AND LEASING OF REQUIRED SUPPORTING FACILITIES SUCH AS RECHARGING REFUELING AND MAINTENANCE FACILITIES.
