Overview
Grant Description
Application purpose: This application includes $5,000,000 awarded of the FY 2024 Community Project Funding/Congressionally Directed Spending for TriMet's Columbia Zero-Emissions Bus Facility Project (Discretionary ID #2024-CMPJ-110).
Activities included under this grant agreement will be used for construction that includes site preparation, structural work, and installation of key systems and equipment necessary for hydrogen fueling and maintenance operations.
Activities performed: The construction of Columbia Operation Facility will include demolition of existing structures on the site (excluding the newly renovated Materials Management Center) and the development of essential facilities to support Fuel Cell Electric Bus (FCEB) operations.
Key work activities are as follows:
1. Modular building complex installation: Set up a modular building complex for TriMet operations with appropriate communication infrastructure and utilities for transit support functions.
2. Maintenance and garage facility construction: Construct a maintenance shop/garage that includes a paint booth, rooftop photovoltaic array, and a temporary east wall for future expansion designed to reduce operational impact and accommodate maintenance of FCEBs.
3. Bus wash and fuel building: Develop a state-of-the-art fueling station with hydrogen and diesel infrastructure integrated with a storage yard to support fueling for both FCEB and diesel buses.
4. Parking and landscaping: Construct dedicated parking areas for buses and employees, install incidental electric charging stations, and add functional landscaping, lighting, and security fencing to enhance site functionality and safety.
5. Utility and stormwater systems: Update utility connections and stormwater management systems to meet environmental requirements and support facility operations, contributing to the preservation of nearby ecosystems such as the Columbia Slough.
Expected outcomes: The Columbia Operations Facility (COF) will serve as TriMet's fourth bus base, acting as a critical component in the agency's commitment to fully transition the bus fleet by 2040.
This project is expected to generate significant economic and workforce benefits.
Once operational, the facility will support training and employment for more than 700 TriMet operators, maintenance staff, and contractors essential to the agency's bus operations.
The facility's construction will help transform the campus into a safe and efficient training center, equipping staff with the skills needed for zero-emission bus operations.
Moreover, the COF will contribute to long-term goals for increased ridership, supporting TriMet's operational targets.
Intended beneficiaries: TriMet system users will benefit from improved service delivery, the community will benefit from improved air quality, and the project will create new jobs.
Subrecipient activities: The recipient does not intend to subaward funds.
