Grant Description
Application Purpose: The purpose of this award is to use the FY2021 Section 5339(B) Bus and Bus Facilities Competitive Award to construct a new 10000 SF building to be occupied by the Transportation Department with several offices for supervisors, managers, and executive staff; a driver training room; driver break room; and restrooms. This award also includes the construction of a parking structure for all RVTD employee parking and improvements to bus facility access. The construction will occur on a vacant parcel RVTD purchased in 2018 that is adjacent to the main campus.

Once complete, the Transportation Department will move offices from the existing 1200 SF building to the newly constructed facility, and parking will be moved to the new parking structure. This project supports RVTD's plans for expanding service and will provide more space for the growing bus fleet. A small portion of funds is being used to purchase travel training equipment, including tablets for users to learn about the RVTD apps and mock bus.

Activities Performed: Activities consist of general construction services for the RVTD Transportation Building and parking structure located at 3210 Crater Lake Ave (fronted by Forest Hills Drive), Medford, Oregon 97504 for RVTD. This includes architecture and engineering services to prepare the construction documents, all soft costs including building permit fees and inspections, and all site work, mechanical, plumbing, and electrical services. The building consists of approximately 10000 total square feet of wood frame construction on two floors and a concrete 88-stall two-story parking garage sited on a 1.34-acre vacant parcel. A small portion of funds is being used to purchase travel training equipment.

Expected Outcomes: Achieve a higher level condition of RVTD facilities. This facility will be in excellent condition (5.0) once complete, replacing a building that is in poor condition. The surface parking currently used by RVTD personnel is commingled with bus parking and will be moved to a new parking structure away from the main campus, thereby improving safety for employees who must currently cross fuel wash and bus parking to access their workplace. This project maximizes the campus footprint, allowing RVTD to successfully deliver public transportation to the Rogue Valley.

Intended Beneficiaries: Intended direct beneficiaries are the RVTD Transportation Department personnel, including 76 drivers, 3 supervisors, a transportation trainer, and transportation manager. Indirect beneficiaries are the public RVTD serves, who will see efficiencies in the provision of service and continued growth in transit services due to this project.
