Overview
Grant Description
This application includes $15,721,739 in FY 2021 ARP Section 5309 Capital Investment Grants funding for the MAX Red Line Extension Reliability Improvements Project. Specifically, this funding will be applied towards the scope/activity line item for sitework-related costs.
Purpose:
The funding requested in this ARP Capital Investments Grant supplants the non-CIG matching funds of $15,721,739 in Grant ID# OR-2021-036 FY 2019 Section 5309 CIG Small Starts for TriMet's MAX Red Line Extension Reliability Improvements Project. It does not duplicate the federal funding for any activities in Grant ID# OR-2021-036.
Activities to be performed:
Specifically, this ARP Capital Investments Grant supplants the amount of non-CIG funding for the following activities per the FTA scope activity line item as follows:
14.04.40 Sitework Special Conditions
TriMet agrees that it will amend the corresponding CIG TRAMS construction grant to reduce the non-CIG share and FTA scope activity line items as noted above.
Expected outcomes:
Funding will permit TriMet to continue to successfully deliver the MAX Red Line Extension Reliability Improvements Project. The project is intended to remove existing constraints and address the demand for more light rail services on the west side by adding service while improving reliability and providing a one-seat ride from Hillsboro to PDX. Overall, the system-wide reliability is to be significantly improved.
Intended beneficiaries:
Populace of the TriMet service area and local area commuters.
Subrecipients:
None
The recipient certifies that it and its subrecipients and contractors that are providers of public transportation have not furloughed any employees since March 27, 2020.

TriMet agrees that if it receives federal funding from the Federal Emergency Management Agency (FEMA) or through a pass-through entity through the Robert T. Stafford Disaster Relief and Emergency Assistance Act, a different federal agency, or insurance proceeds for any portion of a project activity approved for FTA funding under this grant agreement, it will provide written notification to FTA and reimburse FTA for any federal share that duplicates funding provided by FEMA, another federal agency, or an insurance company.
