Grant Description
This application utilizes ARP Act funding. The funding requested in this ARP Act Capital Investments Grant supplants the non-CIG matching funds of $12,963,076 (Discretionary ID# D2021-RPSS-012) in Grant ID# OR-2020-001 Division Transit Project. It does not duplicate the federal funding for any activities in Grant ID# OR-2020-001. Specifically, this ARP Act Capital Investments Grant supplants the amount of non-CIG funding for the following activities per the FTA Scope Activity line items as follows:
14.02.20 Stations Stops Terminals Intermodal
13.13.06 Purchase Exp Articulated Bus
Trimet agrees that it will amend the corresponding CIG Trams Construction Grant to reduce the non-CIG share and FTA Scope Activity line items as noted above.
Purpose:
The purpose of this grant is to utilize ARP Act funding to construct a Bus Rapid Transit line from Portland's Central Business District east to Gresham.
Activities to be performed:
Construction of a 15-mile Bus Rapid Transit line which includes 42 stations, transit signal priority, real-time bus arrival information, three miles of Business Access and Transit (BAT) lanes, as well as sidewalk intersection and bicycle facility improvements, and the purchase of 31 new 60-foot articulated buses.
Expected outcomes:
Improve travel between downtown Portland, Southeast, and East Portland and Gresham with simpler, faster, and more reliable bus service. The alignment serves several major destinations including Portland Community College's Southeast Campus and Worker Retraining Center, the Oregon Health Sciences University, the largest high school in the state (David Douglas), and Portland State University.
Intended beneficiaries:
Local residents and businesses will benefit from travel time savings and reliability improvements that will result from this transit investment. Transit signal priority and reduced dwell times for buses will also improve the flow of traffic along Division Street.
Subrecipient activities:
The recipient does not intend to subaward funds.
The recipient certifies that it and its subrecipients and contractors that are providers of public transportation have not furloughed any employees since March 27, 2020.

Trimet agrees that if it receives federal funding from the Federal Emergency Management Agency (FEMA) or through a pass-through entity through the Robert T. Stafford Disaster Relief and Emergency Assistance Act, a different federal agency, or insurance proceeds for any portion of a project activity approved for FTA funding under this grant agreement, it will provide written notification to FTA and reimburse FTA for any federal share that duplicates funding provided by FEMA, another federal agency, or an insurance company.
