Overview

Grant Description
GCRTA is requesting $15,000,000 in Better Utilizing Investments to Leverage Development (BUILD) III FY 2020 funds in support of its rail car replacement program. The BUILD funds will be matched at 20% utilizing local share in the amount of $3,750,000, comprised of sales tax revenue.

Purpose:
The funds will be used to purchase replacement rail cars which have reached the end of their useful life. The new cars will be able to be used on both the heavy and light rail lines.

Activities to be performed:
GCRTA will purchase new rail cars and place them into service. The existing heavy rail cars will be removed from service.

Expected outcomes:
GCRTA anticipates increased ridership, improved reliability and service quality, modernized technology, better information to GCRTA customers and staff, and better integrated train control fare collection and passenger infotainment systems for its riders, as well as increased safety.

Intended beneficiaries:
GCRTA's heavy rail serves all of Cuyahoga County. In addition to providing transit for those who utilize its rail system, the rail system alleviates traffic into the downtown area, diverting passengers who may otherwise choose to travel using a personal vehicle.

In executing this grant, GCRTA agrees to abide by Section 3011 of the FAST Act (49 U.S.C. 5323 (J)(2)( C)) regarding the phased increase in domestic content under the Buy America statute for rolling stock.

As the grant agreement includes an FTA-funded transit vehicle purchase, GCRTA agrees to comply with the related requirements set forth in 49 CFR Sec 26.49(A). Specifically, GCRTA must ensure, as a condition of being authorized to bid or propose on FTA-assisted transit vehicle procurements, that each transit vehicle manufacturer certified that it complied with DOT requirements for submitting a DBE program and goal to FTA prior to bidding. GCRTA is also required to submit the name of the successful bidder and the total dollar value of the contract within 30 days of making an FTA-assisted transit vehicle award using the required FTA reporting tool. GCRTA understands that failure to comply with these requirements may result in formal enforcement action or appropriate sanction as determined by FTA, including reimbursement of FTA funds used for the vehicle procurement.
