Purpose:
The purpose of this contract is for the obligation of $19,079,358 in federal funds and $5,572,437 in local funding from the following list of grants. The project number for each grant, the source of the funding, the identification of what is being funded, and the federal funds for each grant are provided. SORTA's local funding match is from the Hamilton County tax levy that was passed in 2020.

Project 8: 2023 5307 Funds (OTP2) Procurement and Asset Management Systems

Purpose:
The grant funds for projects 1-8 will be used for replacement buses for vehicles that have exceeded their 12-year useful life. The purpose of project 9 is to provide funding to enable improved integration between SORTA's procurement asset management systems that work to keep assets in a state of good repair, capital project tracking, and strategic planning needs.

Activities to be performed:
Funding for projects 1 through 8 will be used for replacement buses: both 40 buses and paratransit vehicles. Funding will also be used to begin implementation of alternative fuel strategy. The funding for project 9 is for activities that include modification of existing asset management systems (MAXIMO) and the implementation of new systems (and processes) that improve the efficiency, accuracy, and transparency of asset management.

Expected outcomes:
This funding for projects 1 through 8, new fixed route and paratransit bus replacements, will require less maintenance, helping SORTA to keep to the transit schedule for its customers as well as improving their experience with transit. Both of these aspects will work to help attract and keep transit riders within SORTA's service area. SORTA will also be implementing an alternative fuel bus plan. The expected outcome for project #9, MAXIMO and asset management improvements, is a more integrated, efficient, and effective cradle to grave asset tracking and management system. The systems and associated processes will better integrate strategic planning information, track budget and funding status, incorporate procurement, and include project tracking and asset management systems and processes.

Intended beneficiaries:
For all projects 1 through 9, the ultimate intended beneficiaries are SORTA's transit customers. SORTA's service area includes Hamilton County and parts of Warren and Clermont Counties.

Vehicle purchase agreement:
1. In executing this grant, the Southwest Ohio Regional Transit Authority agrees to abide by Section 3011 of the FAST Act (49 U.S.C. 5323(J)(2)(C)) regarding the phased increase in domestic content under the Buy America statute for rolling stock.
2. As the grant agreement includes an FTA-funded transit vehicle purchase, the recipient agrees to comply with the related requirements set forth in 49 CFR 26.49(A). Specifically, the recipient must ensure, as a condition of being authorized to bid or propose on FTA-assisted transit vehicle procurements, that each transit vehicle manufacturer certified that it complied with DOT requirements for submitting a DBE program and goal to FTA prior to bidding. The recipient is also required to submit the name of the successful bidder and the total dollar value of the contract within 30 days of making an FTA-assisted transit vehicle award using the required FTA reporting tool. The recipient understands that failure to comply with these requirements may result in formal enforcement action or appropriate sanction as determined by FTA, including reimbursement of FTA funds used for the vehicle procurement.
