Grant Description
Laketran, located in Lake County, Ohio, requests $4,554,807 in Section 5307, Section 5310, and Congestion Mitigation Air Quality (CMAQ) funding. Laketran will contribute a 20% local share in the amount of $1,139,702, funded by Laketran's dedicated 1/2 of 1% local sales tax levy.

In FY22, Section 5307 funding will include $2,899,006 for capitalized maintenance, ADA complementary paratransit, miscellaneous equipment, and transit enhancements. This amount also includes $214,652 in FY22 Section 5307 unserved areas funds. Additionally, in FY22, Section 5310 funding will be $365,801 for light transit vehicle replacements for the Dial-a-Ride service. Furthermore, FY22 CMAQ funding will be $1,290,000 for light transit vehicle replacements for the Dial-a-Ride service.

The purpose of this award is to support Laketran's capital projects, such as preventive maintenance, vehicle purchases, equipment upgrades, ADA complementary paratransit, and the purchase of signage.

The funds will be used to replace aging Dial-a-Ride vehicles with new propane and gasoline-powered vehicles. They will also be used for design/engineering transit enhancements, such as bus stop signage, and the replacement of aging computer and maintenance equipment.

The expected outcomes of this funding are to maintain Laketran's fleet and facilities in a state of good repair through preventive maintenance activities and the replacement of aging equipment with new ones.

The intended beneficiaries of this funding are the residents of Lake County, Ohio, and the riders of Laketran, who will benefit from continued access to safe, reliable, and clean energy transportation.

Laketran has no subrecipients for these activities. Attachments for this grant include the April 12, 2022 TIP/STIP Laketran bus replacement eligibility replacement spreadsheet, Cleveland Urbanized Area (CUZA) split letter for FY22 Section 5307 fund allocations, and CMAQ flex fund transfer documentation.

In executing this grant, Laketran agrees to abide by Section 3011 of the FAST Act (49 U.S.C. 5323(J)(2)(C)), regarding the phased increase in domestic content under the Buy America statute for rolling stock.

As the grant agreement includes an FTA-funded transit vehicle purchase, the recipient agrees to comply with the related requirements set forth in 49 CFR 26.49(A). Specifically, the recipient must ensure, as a condition of being authorized to bid or propose on FTA-assisted transit vehicle procurements, that each transit vehicle manufacturer certified that it complied with DOT requirements for submitting a DBE program and goal to FTA prior to bidding. The recipient is also required to submit the name of the successful bidder and the total dollar value of the contract within 30 days of making an FTA-assisted transit vehicle award using the required FTA reporting tool. The recipient understands that failure to comply with these requirements may result in formal enforcement action or appropriate sanction as determined by FTA, including reimbursement of FTA funds used for the vehicle procurement.
