Overview
Grant Description
OKI will be using the 5310 grant funds in the amount of $2,693.570 for projects solicited and selected by OKI in 2020 and 2021. This grant includes the remaining balance of FY2019, all of FY2020, and a portion of FY2021. This includes a total of 6 activities being sub-awarded to 12 subrecipient agencies. Projects include vehicles, equipment, software, preventative maintenance, mobility management, and operating costs. Ten percent of each year's apportionment will be allocated to program administration.
The funding breakdown is as follows:
- FY2019: $1,001,736
- FY2020: $1,476,842
- FY2021: $655,248
All funds are 100% federal share. All projects are within the OKI Coordinated Public Transit - Human Services Transportation Plan (Coordinated Plan). The 55% traditional project requirement is being met for each year of apportionment. Attachments include POP STIP approval and project listing.

Vehicle Purchase Agreement:
1. In executing this grant, OKI agrees to abide by Section 3011 of the FAST Act (49 U.S.C. 5323(J)(2)(C)) regarding the phased increase in domestic content under the Buy America statute for rolling stock.
2. As the grant agreement includes an FTA-funded transit vehicle purchase, the recipient agrees to comply with related requirements set forth in 46 CFR 26.49(A). Specifically, the recipient must ensure, as a condition of being authorized to bid or propose on FTA-assisted transit vehicle procurements, that each transit vehicle manufacturer certified that it complied with DOT requirements for submitting a DBE program and goal to FTA prior to bidding. The recipient is also required to submit the name of the successful bidder and the total dollar value of the contract within 30 days of making an FTA-awarded transit vehicle award using the required FTA reporting tool. The recipient understands that failure to comply with these requirements may result in formal enforcement action or appropriate sanction as determined by FTA, including reimbursement of FTA funds used for the vehicle procurement.
