Overview
Grant Description
Application Purpose: The purpose of this award is to provide the awarded subrecipients operating assistance and capital funding to provide transportation services for people with disabilities and older adults in New York State.
Activities Performed: Funds will be used to cover eligible operating expenses such as driver salaries, fuel, items having a useful life of less than one year, in order to continue service for people with disabilities and older adults. Funds will also be used for eligible capital investment, including the purchase of buses from the NYS Office of General Services (OGS) Adult Bus Contract. Projects to facilitate mobility options and improve accessibility to destinations will be supported by mobility management projects across the state.
Expected Outcomes: Funding will permit NYSDOT and its subrecipients to continue to provide service for people with disabilities and older adults.
Intended Beneficiaries: People with disabilities and older adults in the state's rural and small urban areas.
Subrecipient Activities: The following overview of the projects explains how the funding will support the target population. Section 5310 funding will be used to support forty-eight (48) projects for 35 subrecipients whose services have met all the federal requirements (Category A), and for project administration. Specifically:
- 33 vehicle projects (75 vehicles), 20 are considered expansion and 55 are replacements ($4.860 million in federal funds)
- 3 mobility management projects ($0.728 million in federal funds)
- 10 operating assistance projects ($1.485 million in federal funds)
- 2 non-vehicle capital projects ($0.149 million in federal funds)
- State administration funding ($0.466 million), which is within the permitted 10 percent of the grant at 4.4 percent.
NYSDOT ensures the continuing control of the assets purchased under this grant program through regular communication with the subrecipients, including semi-annual vehicle and other asset reporting; quarterly mobility management and operating assistance reporting; and through on-site visits and documentation review.
