Grant Description
The New York City Department of Transportation (NYCDOT) requests the obligation of $20,006,695 in FTA funds for a total of $25,020,036, inclusive of local matching funds of $5,013,341 and a $46,666 adjustment for two FTA approved dispositions. The FTA funds include flexed FHWA FFY2022 Congestion Mitigation and Air Quality Improvement (CMAQ) funds, flexed 2019 FHWA Ferry Boat Program (FBP) funds, and FTA Section 5307(h) Passenger Ferry Grant competitive funds awarded in 2022.
NYC DOT is requesting that the funds be used for the following:
- $14,000,000 in CMAQ funds flexed to FTA, or $17,511,667 including match, will be used for the South Brooklyn Select Bus Service (SBS) project. This also includes a $46,666 adjustment amount (with local matching funds of $11,667) representing two FTA approved dispositions at Lincoln Center.
- $3,606,695 in 2019 FHWA FBP funds flexed to FTA, or $4,508,369 including match, to also be used for the Staten Island Ferry vehicle access ramps and nose racks upgrades project.
- $1,400,000 in 2019 FHWA FBP funds flexed to FTA, or $1,750,000 including match, to also be used for the hybrid conversion of three Staten Island Ferry (SIF) Molinari class vessels project.
- $1,000,000 in FTA Section 5307(h) Passenger Ferry Grant Program funds (Discretionary IDs: D2022-PFGP-011; D2022-PFGP-012), or $1,250,000 including match, which will also be used for the hybrid conversion of three Molinari class vessels project.
NYCDOT has afforded the public an opportunity to comment and/or request a public hearing on the project, which was a part of the Draft Program of Projects (POP) public notice. This public notice was advertised on March 17, 2022, in the Staten Island Advance (English), La Voz Hispana (Spanish), New York Post (English), and The Amsterdam News (English). No public hearing was requested in either case, and therefore the Draft POP is established as the final POP.
Purpose of the award: The purpose of this award is to construct South Brooklyn SBS bus improvements, provide for the hybrid conversion of three Staten Island Ferry Molinari class vessels, and upgrades to maintenance ramps and equipment for the Staten Island Ferry's ferry maintenance facility.
Activities to be performed: The South Brooklyn SBS project will construct expanded median bus stops, raised crosswalks, bus bulbs, curb extensions, median tips, and pedestrian islands along the B82 SBS route in southern Brooklyn. The Staten Island Ferry vehicle access ramps and nose upgrades project will conduct rehabilitation and reconstruction of these structures. The hybrid conversion of three Staten Island Ferry Molinari class vessels project will purchase and install three hybrid-electric batteries.
Expected outcomes: The South Brooklyn SBS project will create safer, more accessible bus stations and pedestrian safety improvements. The Staten Island Ferry vehicle access ramps and nose upgrades project will facilitate improved maintenance operations at the ferry maintenance facility. The hybrid conversion of three Staten Island Ferry Molinari class vessels project will facilitate reduced emissions, fuel savings, and open the pathway for the future electrification of the Staten Island Ferry system.
Intended beneficiaries: Local residents, transit-dependent populations including bus and ferry riders, will benefit from improved service reliability and emissions reduction benefits delivered by the proposed projects.
Subrecipient activities: There will be no subrecipient funds awarded as part of this grant agreement.
