Grant Description
NYS Metropolitan and Statewide Planning/SPRNYSDOT is requesting federal assistance in the amount of $8,999,921 for FTA Section 5303 and $1,674,903 for FTA Section 5304 (FFY20 funds) for the support of planning for the 14 New York State Metropolitan Planning Organizations (MPOs) and statewide initiatives.

Purpose of Award:
The purpose of this award is to provide funding and procedural requirements for multimodal transportation planning in metropolitan areas and states that is cooperative, continuous, and comprehensive. This planning should result in long-range plans and short-range programs of transportation investment priorities. The planning programs are jointly administered by FTA and the Federal Highway Administration (FHWA), which provides additional funding.

Activities to be Performed:
The activities to be performed include developing transportation plans and programs, planning, designing, and evaluating public transportation projects, and conducting technical studies related to public transportation.

Expected Outcomes:
The funding provided will be used to fulfill the requirements of 49 U.S.C. 5303 and 5304.

Intended Beneficiaries:
The eligible recipients for this funding include states and metropolitan planning organizations. The New York State Metropolitan Planning Organizations (MPOs) in alphabetical order are:

2. Binghamton Metropolitan Transportation Study (BMTS)
3. Capital District Transportation Committee (CDTC)
4. Dutchess County Transportation Council (DCTC)
5. Elmira-Chemung Transportation Council (ECTC)
6. Greater Buffalo-Niagara Regional Transportation Council (GBNRTC)
7. Genesee Transportation Council (GTC)
8. Herkimer-Oneida Counties Transportation Study (HOCTS)
9. Ithaca Tompkins County Transportation Council (ITCTC)
10. New York Metropolitan Transportation Council (NYMTC)
11. Orange County Transportation Council (OCTC)
12. Syracuse Metropolitan Transportation Council (SMTC)
13. Ulster County Transportation Council (UCTC)
14. Watertown Jefferson County Area Transportation Council (WJCTC)

Subrecipient Activities:
The subrecipient activities include the development of federally required planning products.
