Grant Description
The New York City Department of Transportation (NYCDOT) requests the obligation of $5,666,069 in FTA funds, with $7,332,586 in total funds including local matching funds of $1,416,517. The FTA funds include flexed FHWA FFY2021 Congestion Mitigation and Air Quality Improvement (CMAQ) funds and flexed FFY2018 FHWA Ferry Boat Program (FBP) funds. NYCDOT is requesting that the funds be used for the following projects:

- $3,000,000 in CMAQ funds flexed to FTA, or $3,750,000 including match, will be used for the Better Buses Project.
- $2,666,069 in FHWA Ferry Boat Program funds flexed to FTA, or $3,332,586 including match, will be used for the Staten Island Ferry Vehicle Access and Nose Racks Project.

NYCDOT has provided the public with an opportunity to comment and/or request a public hearing on the project, which was a part of the Draft Program of Projects (POP) public notice. This public notice was advertised on April 8th, 2021, in the Staten Island Advance (English), La Voz Hispana (Spanish), New York Post (English), and The Amsterdam News (English). No public hearing was requested in either case, and therefore the Draft POP is established as the final POP.

Purpose of the award: The purpose of this award is to construct the Staten Island Ferry Vehicle Access and Nose Racks Project and to implement the Better Buses Bus Lane Project.

Activities to be performed: The activities funded by this award include the removal and renewal of the vehicle access ramps and the removal and reconstruction (or rehabilitation if feasible) of the nose racks. Funds awarded for the Better Buses Project will be used for any necessary roadway preparation, such as shot-blasting, as well as the installation of markings.

Expected outcomes: The Vehicle Access and Nose Racks Project will result in the rehabilitation and reconstruction of the vehicle access ramps' substructure piles, the removal and renewal of the vehicle access ramps, and the removal and reconstruction (or rehabilitation if feasible) of the nose racks. The final configuration will consist of one slip with vehicle access ramps and two with heavy cranes and personnel access. The Better Buses Project aims to improve bus speeds and reliability through the addition of bus lanes. Despite being a critical component of the traffic network, buses can be slow and unreliable. New York City buses are the slowest in the United States, averaging 8 miles per hour but often much slower on individual routes during peak times.

Intended beneficiaries: Local residents and transit-dependent populations, including bus and ferry riders, will benefit from the improved service delivered by the proposed projects.

Subrecipient activities: There will be no subrecipient funds awarded as part of this grant agreement.
