Grant Description
APPLICATION PURPOSE: The purpose of this award is to purchase three (3) 60 hydrogen fuel cell electric buses that will be used in fixed route service and to add solar lighting to 250 bus stops within the RTC service area. Solar lighting project is included in the fiscal years 2021-2025 STIP FFY2022 (Amendment 21-26). Latest state approval date 04/30/2022 (State TIP ID: XS20180021). Please see attached STIP approval. Also attached is STIP Amendment 21-32 showing rollover funding for this project from FY22 to FY23. Latest state approval date 11/14/2022. All funds are consistent with the RTC's current Transit Asset Management (TAM) plan. Current TAM plan is provided as an attachment to this application.

Activities performed: Three (3) fixed route diesel-fueled buses currently in operation will be replaced by three (3) hydrogen fuel cell electric buses. Standalone solar lighting will be installed at 250 existing bus stops within the RTC service area. All activities proposed in this application will take place within the boundaries of the Regional Transportation Commission of Southern Nevada (RTC) district. There are no other transit providers in the service area.

Expected outcomes: Continued safe and effective operation of transit service for the residents of Clark County, NV. This project will improve the condition of the transit system by providing enhanced safety, reliability, and access to jobs, schools, and basic services through investment in transit capital that will reduce harmful emissions. Improving transit safety and reliability increases public access and can increase economic competitiveness for over 2.2 million residents, over 1.3 million paratransit riders, and nearly 43 million annual visitors.

Over the 12-year lifetime of the buses, the project is estimated to improve local air quality through criteria emissions reduction of 7.60 tons NOx, 0.48 tons VOC, 1.94 tons CO, and 0.04 tons PM2.5, and will result in GHG emissions reduction of 7,097 tons of CO2e. Diesel consumption will also be reduced by an estimated 630,216 gallons over the same period. Renewable energy lighting at bus stops, primarily planned for low-income and minority communities, will not only contribute to local and regional clean energy goals but will improve safety and overall transit experience for current and potential customers.

Intended beneficiaries: The RTC, as well as fixed route clients, will benefit from more reliable service with new vehicles. The entire community benefits from a reduction of NOx, PM2.5, and HC emissions. The transit agency's goal is to have a fleet of all low or no emissions vehicles. Zero-emission vehicles align with local and national climate priorities and will benefit all residents in Clark County by replacing diesel-fueled vehicles. The transit agency will also benefit by reducing maintenance costs associated with the older vehicles which have reached their useful lives. Solar lighting at bus stops will benefit public transit riders by providing a safer and more comfortable transportation experience.
