Grant Description
Section 5339(c) of Title 49 United States Code, as amended by the FAST Act, authorizes the Federal Transit Administration (FTA) to award this grant (CFDA #20.526).
On June 2, 2020, the United States Department of Transportation (USDOT) announced the FY2020 Low- or No-Emission (Low-No) Grant Program projects awards. The Regional Transportation Commission of Southern Nevada (RTC) was awarded $3,853,200 to fund the procurement of two 40 fixed route hydrogen fuel cell electric buses (FCEBs) and the related hydrogen fueling infrastructure (includes design, permitting, and construction of the fueling station) with fueling capacity of up to 15 hydrogen fuel cell buses.
The Regional Transportation Commission of Southern Nevada (RTC) submits this application in its capacity as the transit agency and designated recipient of Federal Transit Administration funds for the Las Vegas urbanized area in Nevada, which has a population of more than 2.2 million residents according to U.S. Census data (2018). Residents are 42% White, 31% Hispanic, 11% Black, 10% Asian, 4% two or more races, and 1% Islander; and more than one-third (34.6%) speak a language other than English, more than 1.5 times the rate of the U.S. (21.9%).
The RTC is not only the transit authority but also the metropolitan planning organization and regional traffic management agency for Southern Nevada. The RTC's vision is to provide a safe, convenient, and effective regional transportation system that enhances mobility and air quality for citizens and visitors. The RTC encourages residents and visitors to use a variety of transportation choices to reduce traffic congestion and improve air quality and the quality of life in Southern Nevada.
Project Title: Hydrogen Fuel Cell Electric Buses (FCEBs), Hydrogen Fueling Station, and Related Infrastructure Procurement
The Regional Transportation Commission of Southern Nevada (RTC), in collaboration with New Flyer Industries, Ballard Power Systems, and the University of Nevada Las Vegas (UNLV), requests federal funding for the procurement of two 40 hydrogen fuel cell New Flyer buses equipped with Ballard fuel cells. While the grant application allowed for named partners, Nevada Revised Statute (NRS) is more stringent than federal requirements for the purposes of this project, and therefore the RTC will complete a competitive procurement process for the design and construction of the associated hydrogen fueling structure. The procured design contractor will assist with guiding the construction and infrastructure needs of the project, and the RTC will select a contractor through a competitive procurement process for the construction and equipment acquisition of a hydrogen fueling facility. For the hydrogen fuel cell buses, New Flyer Industries is exempt from the NRS competitive procurement requirement (NRS 332.115D).
The hydrogen fuel cell electric buses (FCEBs), hydrogen fueling station, and related infrastructure procurement is located in the 2021-2025 STIP: TIP ID CL20150010 approved 9/24/2020 for the vehicles and 2021-2025 STIP: TIP ID XS20180021 approved 9/24/2020 for the fueling station and related infrastructure.
The RTC is the metropolitan planning organization (MPO) for Southern Nevada. Therefore, separate MPO concurrence is not required.
The $2,074,800 local match is programmed in the RTC's capital improvement program.
The project start date has been delayed compared to the original project timeline in the discretionary funding application due to the COVID-19 pandemic the country is presently experiencing. The Secretary of Health and Human Services (HHS) declared a public health emergency on January 31, 2020, and the President of the United States has declared the COVID-19 outbreak as a national emergency. The Nevada Governor declared an emergency on March 12, 2020, and on April 2, 2020, the Federal Emergency Management Agency (FEMA) has approved the Nevada Governor's request for a major disaster declaration in Nevada.
