Grant Description
5310 Formula Program at 100%. This grant application will provide FTA Section 5310 appropriated FFY 2019 funding of $1,697,488; appropriated FFY 2020 funding of $1,775,864; and appropriated FY 2021 funding of $1,071,093 for the purchase of twenty (20) low-floor CNG para transit/specialized services replacement vehicles.

The project is included in the fiscal years 2021-2025 STIP FFY 2022 column with the latest federal approval date of 6/2/2021. (State TIP ID: NV20090267, Local ID: 2053) Please see the attached STIP approval.

Project starts 10/25/2021 and ends 6/30/2023. The useful life of the replacement para transit/specialized services vehicles is five years or 150,000 miles, whichever comes first. The useful life for buses per FTA is found in the FTA Circular 5010.1E Award Management Requirements Chapter IV Management of the Award, page IV-25 as follows:

A) Buses:
1. Large heavy-duty transit buses including over-the-road buses (approximately 35-40 or larger, including articulated buses): at least 12 years of service or an accumulation of at least 500,000 miles.
2. Small size heavy-duty transit buses: at least 10 years or an accumulation of at least 350,000 miles.
3. Medium-size medium-duty transit buses: at least seven years or an accumulation of at least 200,000 miles.
4. Medium-size light-duty transit buses: at least five years or an accumulation of at least 150,000 miles.

CRRSAA 100% Federal Share FAQs:
CA31: Does the CRRSAA waive the local share requirement for formula grants for enhanced mobility for seniors and individuals with disabilities (49 U.S.C. 5310)?
A: Yes. The CRRSAA waives the requirement for local share for previously apportioned (FY21 and prior) unobligated Section 5310 funds. Any unobligated Section 5310 funds may be obligated at a 100 percent federal share. In addition, CRRSAA funds apportioned to the Section 5310 program may be obligated at a 100-percent federal share. The use of Section 5310 formula funds must comply with all Section 5310 requirements, including the 55 percent minimum expenditure for traditional capital projects and inclusion of projects in the coordinated plan. Please see FTA's Section 5310 Circular for additional information.

There are no sub-recipients that will be in receipt of or associated with any projects within this application. All activities proposed in this application will take place within the boundaries of the Regional Transportation Commission of Southern Nevada (RTC) district.

The following three service providers under contract with the RTC use FTA-funded projects in transit operations:
1) Keolis Transit America LNC. 6053 W. Century Blvd., 9th Floor, Los Angeles, CA 90045. Telephone: 310-981-9500. Provides fixed route service.
2) MV Transportation Inc. PO Box 39000, San Francisco, CA 94139. Telephone: 712-764-3763.
3) Southern Nevada Transit Coalition, 600 Nevada Way, Boulder City, NV 89005.

There are no other transit providers in the service area.

The RTC is the Metropolitan Planning Organization (MPO) for Southern Nevada. Therefore, separate MPO concurrence is not required. Because the grant includes only vehicle procurements, there are no transit enhancement or security projects. This grant is for the capital procurement of paratransit vehicles, which satisfies the 55 percent minimum requirement per FTA C 9070.1G Enhanced Mobility of Seniors and Individuals with Disabilities.
