Grant Description
Section 5339(b) of Title 49 United States Code, as amended by the FAST Act, authorizes the Federal Transit Administration (FTA) to award this grant (CFDA #20.526).
On November 20, 2019, the United States Department of Transportation (USDOT) announced the FY2019 Bus and Bus Facilities Projects Awards. The Regional Transportation Commission of Southern Nevada (RTC) was awarded $7,475,000 to fund the replacement of bus camera systems, as well as the construction of enhancements to its existing maintenance facilities.
The RTC is submitting this application in its capacity as the transit agency and designated recipient of Federal Transit Administration funds for the Las Vegas urbanized area in Nevada, which has a population of more than 2.1 million residents according to U.S. Census data (2017). The residents are 41% White, 32% Hispanic, 12% Black, 10% Asian, 4% two or more races, and 1% Islander. Additionally, more than one-third (35.9%) speak a language other than English, more than 1.5 times the rate of the U.S. (21.8%).
The RTC is not only the transit authority but also the Metropolitan Planning Organization and regional traffic management agency for Southern Nevada. The RTC's vision is to provide a safe, convenient, and effective regional transportation system that enhances mobility and air quality for citizens and visitors. The RTC encourages residents and visitors to use a variety of transportation choices to reduce traffic congestion and improve air quality and the quality of life in Southern Nevada.
Project Title: Transit Capital Investment - Improving Safety and Access to Opportunities
The project will replace camera systems on buses. The project will also install a new paratransit bus wash and upgrade the existing fixed route bus wash system at Sunset Maintenance Facility (SMF).
The Transit Capital Investment - Improving Safety and Access to Opportunities project is located in the 2019-2023 STIP: TIP ID XS20180021 approved on 2/24/20.
The RTC is the Metropolitan Planning Organization (MPO) for Southern Nevada. Therefore, separate MPO concurrence is not required.
The $4,025,000 local match is programmed in the RTC's Capital Improvement Program.
The project start date has been delayed compared to the original project timeline in the discretionary funding application due to the COVID-19 pandemic the country is presently experiencing. The Secretary of Health and Human Services (HHS) declared a public health emergency on January 31, 2020, and the President of the United States has declared the COVID-19 outbreak as a national emergency. The Nevada Governor declared an emergency on March 12, 2020, and on April 2, 2020, the Federal Emergency Management Agency (FEMA) has approved the Nevada Governor's request for a major disaster declaration in Nevada.
