Capacity Building Assistance (CBA) for HIV prevention programs to end the epidemic in the United States - NASTAD’s project abstract summary for Capacity Building Assistance (CBA) for HIV prevention programs to end the HIV epidemic in the United States – (CDC-RFA-PS-24-0020)— Component A: Technical Assistance to enhance integrated HIV activities health department jurisdictions and Component D: Technical Assistance for high-impact HIV prevention programs.
NASTAD and its partners bring unparalleled expertise as Technical Assistance (TA) and CBA providers to the proposed to provide capacity building assistance through Component A and Component D – innovative capacity building assistance to end the HIV epidemic in the United States – with decades of experience supporting the HIV prevention workforce in health departments (HDs) and community-based organizations (CBOs), extensive knowledge of the Component A and D topics, and a deep familiarity with the issues, the needs, and the challenges of ending the HIV epidemic in the United States.
Building on lessons learned from ending the HIV epidemic (EHE) work and decades of supporting HDs implement HIV prevention and surveillance activities, NASTAD’s proposed activities for Component A: Technical Assistance to enhance integrated HIV activities health department jurisdictions, aims to strengthen national partnerships and further improve the capacity of HDs to develop evidenced-based, policy-informed integrated programs.
In partnership with CSTE, JSI, and a bench of external subject matter experts (SMEs), NASTAD proposes a bold program to immediately optimize HD planning, implementation, evaluation, and sustainability of comprehensive HIV and surveillance programs.
The proposed strategies, objectives, and activities in support of Component D: Technical Assistance for high-impact HIV prevention programs are multi-pronged and designed to enhance structural environments within HDs and CBOs; in many instances, work plan activities build on each other to ensure that the program meets the varied needs and experiences of the public health workforce.
Within the project period of performance (09/30/24-03/31/29), the following strategies will be deployed for Component A activities:
- Strategy A – NASTAD will engage with a broad spectrum of national partners, including organizations that represent Hepatitis/Sexually Transmitted Infection (STI) programs, and state, territorial, and local health department jurisdictions’ HIV prevention and surveillance programs.
- Strategy B – NASTAD will provide comprehensive technical assistance (TA) and capacity building (CBA) supporting policy analysis and interpretation and integrated HIV program implementation at health department jurisdictions.
- Strategy C – NASTAD will collaborate with other federal and CDC-funded CBA providers in the dissemination of information to health department jurisdictions.
Within the project period of performance (07/01/24-03/31/29), the following strategies will be deployed for Component D activities:
- Strategy A – NASTAD will communicate, collaborate, and coordinate with other CDC-funded TA providers to develop and implement annual CBA plans based on TA and training needs assessments populated by CDC directly-funded HDs and CBOs.
- Strategy B – NASTAD will deliver customized TA to meet the needs of directly funded entities and their partners as requested through the CBA tracking system.
- Strategy C – NASTAD, in coordination and collaboration with CBA providers and CDC, will support enhancing leadership and development within organizations who provide high impact HIV prevention programming.
- Strategy D – NASTAD will collaborate with other CDC-funded CBA providers to develop and disseminate TA tools and resources to support HIV prevention programs.
