Grant Description
National HIV Behavioral Surveillance of Los Angeles County - to monitor the prevalence of HIV risk behaviors, HIV infection, and other relevant infections for the purpose of improving HIV prevention, response, testing, and treatment services among populations overburdened by HIV, the Los Angeles County Department of Public Health’s (LACDPH) Division of HIV and STD Programs (DHSP) proposes to implement an HIV Behavioral Surveillance System during 2022-2026.

The system will involve alternating cross-sectional surveys among men who have sex with men (MSM), persons who inject drugs (PWID), heterosexually active persons at increased risk (HET), transgender women (TRANS), and women who exchange sex (WES), using both venue-based and respondent-driven sampling methods. The collected behavioral data will be used to inform local and national efforts towards "Ending the HIV Epidemic: A Plan for America" and CDC's High Impact Prevention, as well as contribute to a National HIV Behavioral Surveillance (NHBS) database.

We are also proposing to conduct hepatitis testing during the NHBS-PWID, NHBS-TRANS, and NHBS-WES cycles, which will enable us to estimate the prevalence of hepatitis B and C in these populations. Furthermore, we are proposing to conduct STI testing during the NHBS-MSM, NHBS-TRANS, and NHBS-WES cycles, which will enable us to monitor chlamydia and gonorrhea in these populations.

To accomplish these goals, we will conduct the following:

1. Conduct annual behavioral surveys: We will monitor the prevalence of HIV risk behaviors and access to and use of HIV prevention by administering standardized questionnaires among MSM, PWID, HET, TRANS, and WES across five NHBS cycles in Los Angeles County.

2. Offer HIV, hepatitis B and C, and STI testing: We will provide rapid and standard HIV testing services to NHBS participants and use these outcome data to estimate HIV prevalence. We will also offer screening tests to detect evidence of hepatitis B, hepatitis C, gonorrhea, and chlamydia across five NHBS cycles. Participants who test positive will be linked to care.

3. Collaborate with local partners: We will engage local researchers in qualitative and quantitative research activities, and we will work with local community agencies to co-develop local-use survey questions and implementation strategies.

4. Evaluate the NHBS system: We will work collaboratively with CDC to monitor the quality, efficiency, dissemination, and value of NHBS data for local and national resource allocation and evaluation of HIV prevention, testing, and treatment efforts.
