Addressing Emerging and Re-emerging Infectious Disease at the Local Level through Data-Informed Decision-Making and Cross-Sector Partnerships - Through the Project Firstline: Improving Infection Control Training Capacity in Local Health Departments, NACCHO will increase local infection prevention and control (IPC) capacity by providing training and technical assistance to public health and healthcare professionals including local health department (LHD) staffers, and other professionals working in healthcare settings (e.g., frontline administrative staff & environmental cleaning staff). NACCHO will achieve this goal by building IPC capacity of LHD and healthcare facility staff through (1) strategic promotion and dissemination of Project Firstline content and infection prevention and control (IPC) materials that will focus on long-standing IPC practices including healthcare-associated infections and antimicrobial resistance (HAI/AR) prevention activities; (2) developing a community of practice (COP) which convenes local health departments and other Project Firstline partners to raise awareness of local PFL outreach and activities, increase local capacity related to infection prevention and control and HAI/AR prevention, and coordinate state and local PFL activities; (3) lead training events leveraging PFL training materials tailored for local health departments and healthcare facility professionals including local health department (LHD) staff, healthcare providers, and other professionals working in the healthcare settings (e.g., frontline administrative staff, environmental cleaning staff) on foundation principles of IPC through two training events; (4) enhancing and adapting Project Firstline and IPC tools and resources for local health department workforce supporting HAI/AR and support LHD ability to engage with a culturally diverse healthcare workforce. To inform this work and future efforts to support the public health workforce, NACCHO will also identify health department workforce essential training needs for implementing IPC trainings and supporting HAI/AR prevention and control by executing an assessment. Through enhancing medical countermeasures (MCMs) preparedness and response capabilities, NACCHO will support local health departments in gaining a better understanding of operational infrastructures that facilitate the distribution, administration, monitoring and reporting of medical countermeasure (MCM) uses during an event which will enhance MCMs preparedness and response planning. NACCHO will achieve the goal by 1) engaging the front-line responders and stakeholders (e.g., healthcare providers, healthcare coalitions, public health partners and local health departments) integral in the distribution, administration, monitoring and reporting of MCM uses during the COVID response in a variety of information collection efforts (e.g., workgroups, listening sessions and/or workshops) to identify and discuss workable solutions and challenges to MCMs utilization during a response; 2) collating the lessons learned into a document that can be used to help inform opportunities for new/additional guidance for front-line responders and stakeholders; 3) promoting lessons learned and adapted guidance through NACCHO's multiple communications and distribution channels; and 4) developing an evaluation framework that will provide a baseline for understanding MCMs use cases post COVID and metrics for assessing use cases into the future for multiple threats (e.g. COVID, anthrax, botulism, smallpox, Ebola and MCM categories).
