Grant Description
HIV/AIDS - Project Abstract
Continuing the cooperative relationships of over 15 years between US CDC and the health sector of Ho Chi Minh City, the project will support the health sector of HCMC in strengthening and maintaining capacity to provide services for HIV prevention, care, and treatment services and other related diseases.
Through implementing the strategy to fully integrate HIV activities into the health system, the project will expand prevention activities, both behavioral and biomedical interventions, increase the linkage of the health system, mobilize both public and private health sectors, prevention and control TB and other infectious diseases, strengthen laboratory system capacity, medical information systems, and health insurance system in a sustainable way, and implement a public health response strategy to achieve 95-95-95 and move toward ending the AIDS epidemic in Ho Chi Minh City.
Community outreach and harm reduction program is implemented through the health system at all levels and community-based organizations. The program aims to maintain and improve the capacity of outreach workers for early detection of HIV infections, new HIV infection, conduct public health response, control acute transmission clusters, and provide PrEP for at-risk populations.
The care and treatment program is implemented through the strategy of consolidating and expanding the HIV/AIDS care and treatment system of HCMC, strengthening referrals and linkages, health insurance, and improved service quality to quickly reach the 2nd and 3rd targets at 95% and 98% respectively.
The TB-HIV program aims to strengthen the capacity of all existing TB units and HIV/AIDS outpatient clinics to reduce HIV burden in TB patients and the TB burden in people with HIV.
The laboratory program will implement the strategy of strengthening and expanding the HIV laboratory system at all levels and building capacity for mentors, assessors, and trainers to ensure that the HIV laboratory system will provide HIV testing, including recent HIV infection testing with accuracy, high reliability, and timely results, which contributes to the first 95% target and control acute transmission clusters.
The strategic information program will focus on providing technical assistance in the implementation or use of electronic medical records, software to track patient transfers and health insurance usage, and other available software for management, quality control, and reporting on HIV prevention, care, and treatment services. It will also strengthen continuous service quality improvement through data triangulation and public health response.
In summary, the success of the project will not only help AIDS patients in HCMC have better access to prevention, care, and treatment services but also help the health sector of HCMC improve capacity in the provision of available health services for people living with HIV, acute transmission cluster control, and public health response to achieve the 95-95-98 goals by 2025.
