Grant Description
Michigan Overdose Data to Action 2.0 - After 18 years of increasing overdose deaths, from 455 in 1999 to 2,686 in 2017, Michigan saw two years of declining numbers, down to 2,354 deaths in 2019[1].

During the COVID-19 pandemic, Michigan again saw increases, with 3,096 overdose deaths in 20211.

Inequities persist, with Black Michiganders having the highest fatal and non-fatal overdose rates.

The Michigan Overdose Data to Action (MODA) team consists of surveillance and prevention personnel, who all work to decrease rates of substance use disorder (SUD).

With a multi-faceted approach, surveillance systems will be greatly enhanced to better meet the needs of prevention by making more information available about SUD across the lifespan while examining social health indicators to improve health outcomes for burdened communities.

This proposal’s goal is to decrease drug overdose rates across the state of Michigan.

Prevention and response efforts will be comprehensive and consider the complex, variable nature of the overdose crisis and burden indicators to improve health equity.

The MODA team will initiate and leverage several data linkage projects and new staff to improve data quality, look at co-occurring conditions, SUD and underserved populations, as well as conduct geospatial analyses that were not previously possible.

Michigan will continue to identify and investigate drug overdose anomalies, expanding data sources available to include poison control center call data.

MODA surveillance will also continue to expand epidemiologic support and data sources available to local health departments.

Prevention efforts, made more impactful by surveillance data, will work to increase awareness of polysubstance use, (i.e., stimulants, opioids, and all drug overdose), decrease stigma of addiction, increase referrals to and engagement in evidence-based treatment, strengthen public safety partnerships, support provider and health systems engagement, strengthen harm reduction efforts, and enhance linkages to care to promote positive health outcomes for individuals who use substances within high burdened communities.

By engaging in the above-described surveillance and prevention strategies, the MODA program will impact:
1) Decreased rates of fatal and non-fatal overdoses,
2) Decreased illicit opioid and stimulant use, including use with other substances, opioid use disorder (OUD), and stimulant use disorder (SUD),
3) Increased uptake of evidence-based treatment and retention with long-term recovery supports, with a primary focus on OUD and SUD,
4) Improved health equity among groups disproportionately affected by the overdose epidemic and those previously underserved by overdose prevention programs and the healthcare system,
5) Decreased stigma related to substance use and overdose.
