Grant Description
Application Purpose: The Valencia County Transit Facility will enable the Rio Metro Regional Transit District (RMRTD) to relocate its bus administration and operations from two leased over-capacity facilities shared with other municipal services to a new exclusive transit facility in Los Lunas, NM.
Activities Performed: The facility will house bus operations and administrative staff, as well as provide secure parking areas for RMRTD vehicles. This project funded under this grant will include construction.
Expected Outcomes: The facility is expected to confer several benefits, including operation efficiencies and cost savings, improved asset condition, a safe and secure environment for staff, and ample capacity for expansion - thereby enhancing access and mobility for Valencia County residents. RMRTD will gain several efficiencies by merging the administrative and operations function at the VCTF. Most importantly, the deadhead time currently lost by bus operations traveling between the Village of Los Lunas facilities will be regained, providing approximately 3700 additional revenue hours that the Valencia County Dial-A-Ride or bus routes can immediately absorb.
In addition to FTAs Buy America requirements under 49 U.S.C. 5323(J) and 49 CFR Part 661, which require that the steel, iron, and manufactured goods used in an FTA-funded project are produced in the United States, the Build America Buy America Act (BABA) (Public Law 117-58 Div. G 70914(A)) now requires that construction materials used in infrastructure projects are also produced in the United States. Refer to terms and conditions in FTAs Master Agreement Section 15. The BABA requirements for construction materials apply to this grant, in addition to the Buy America requirements, except to the extent a waiver of either requirement may apply.
Intended Beneficiaries: This project will benefit both RMRTD and the Village of Los Lunas. With both agencies currently sharing space and parking, it is hindering the expansion of both RMRTD service as well as limiting the village's ability to expand its own personnel and parking. Along with benefits to RMRTD and the village, the new facility will allow RMRTD to cut deadhead time and increase service available to its clients.
