Grant Description
NMDOT is applying for Section 5311 ARP funding apportionment in its entirety in the amount of $2,577,349 (rural $2,480,314 and RTAP $97,035) for FFY 2021, representing 100% federal share of the total amount awarded. This application utilizes ARP funding to prevent, prepare for, and respond to coronavirus. The funding is to be distributed among 4 subrecipients for operating expenses (City of Carlsbad, City of Clovis, City of Roswell, and Zia Therapy Inc.) serving 3 counties (Eddy, Curry, Lea, Otero).

NMDOT will use RTAP funds to provide virtual and in-person training opportunities, training materials, and support services for New Mexico transit agencies, including continued education and information pertaining to coronavirus response. The funding request for this application is awarded for FFY 22 as follows: RTAP Section 5311(B): (Scope 635-00) $97,035 - UZA 350000 Subrecipients: (Scope 634 (ICB over required 15%) $527,590 and Scope 600 $1,952,724) - UZA 350000.

NMDOT is applying for Section 5311(F) ARP funding apportionment ($1,755,992 apportioned to New Mexico) for FFY 2021 in the amount of $500,000, representing 100% federal share of the total amount awarded. The remaining balance of $1,255,992 will be requested in a future grant amendment for subsequent program years beginning in FY23. FFY 2023 awards will be programmed and announced in May 2022. At that time, we will create an amendment to obligate the remaining balance of funding. This application utilizes ARP funding to prevent, prepare for, and respond to coronavirus. The funding is to be distributed among 2 subrecipients for operating expenses (Greyhound Lines Inc. and Navajo Nation) serving 33 counties statewide and the Navajo Nation.

NMDOT will use RTAP funds to provide virtual and in-person training opportunities, training materials, and support services for New Mexico transit agencies, including continued education and information pertaining to coronavirus response. The funding request for this application is awarded for FFY 22 as follows: Subrecipients: (Scope 634 $500,000) - UZA 350000. See attached program of projects and budget workbooks.

Purpose of the award: 5311 ARP rural and intercity transportation program operations, payroll, and operating expenses, and RTAP support services. Activities to be performed: Provide funding for program operating activities (activities include salaries (payroll) for transit agency operations supervision, drivers, mechanics, dispatch, and operations support; occupancy costs; equipment and supplies; and vehicle costs including fuel, preventive maintenance, cleaning and sanitization, and repair) for public transportation services to rural transit agencies across the state of New Mexico. NMDOT will use RTAP funds to provide virtual and in-person training opportunities, training materials, and support services for New Mexico transit agencies, including continued education and information pertaining to coronavirus response.

Expected outcomes: The use of funds will provide the financial assistance 5311 agencies need to provide and sustain public transit services to residents in towns, villages, and cities across the state of New Mexico. The operating and program administration projects will increase service options for the public needing transportation access to employment, education, training, independent living, and essential healthcare-related services.

Intended beneficiaries: 5311 subrecipients and their ridership. Subrecipient activities: Public transportation for New Mexico residents to access employment, education, healthcare, shopping, and recreational activities. Subrecipient activities also include transportation for work training and experience life skills training associated with supervised and supported living residential services.

NMDOT agrees that if it receives federal funding from the Federal Emergency Management Agency (FEMA) or through a pass-through entity through the Robert T. Stafford Disaster Relief and Emergency Assistance Act, a different federal agency, or insurance proceeds for any portion of a project activity approved for FTA funding under this grant agreement, it will provide written notification to FTA and reimburse FTA for any federal share that duplicates funding provided by FEMA, another federal agency, or an insurance company.

Per ARP, the project(s) in this application are not required to be programmed in the long-range transportation plan, statewide transportation plan, or statewide transportation improvement program.

The time period for operating assistance overlaps with CARES Act FAIN TX-2020-005. The CARES Act available funding is insufficient to cover eligible expenses within the period.
