Grant Description
Summary of Grant: This grant application request will provide funding for the acquisition of 40-foot battery electric buses for revenue vehicle replacement (5 vehicles). Depot chargers and installation in a partnership. Replacement of twenty-one (21) paratransit vehicles.

The funding source is FFY19 $2,786,875 5339 Low or No-Emission funds (D2019-LWNO-025) and FFY16 carryforward $4,168,943 5307 formula funds. Matching funds in the amount of $1,227,498 have been identified and are available for prompt program implementation. The matching ratio is 85% federal and 15% local matching funds based on the Low-No grant award. Using 85/15 under the federal ownership land ratio for New Mexico.

Based upon the grantee's replacement schedule and the FTA useful life schedule, there are five (5) forty-foot buses purchased in 2007 that are eligible for replacement. These funds will allow the grantee to purchase five (5) battery electric buses which are in compliance with the American with Disabilities Act (ADA). The grant application also allows the grantee to replace twenty-one (21) paratransit vehicles purchased in 2015 that have reached their useful life. We will be purchasing vans that are in compliance with the American with Disabilities Act (ADA).

Project 1: FFY19 5339 Bus and Bus Facility funds (D2019-LWNO-025) - $2,786,875 (85%) NMED VW Settlement local match $491,802 (15%) Total project $3,278,677.

Project 2: FFY16 carryforward 5307 formula funds - $2,298,400 (85%) NMED VW Settlement local match $309,056 and General Obligation Bond local match $96,544 (15%) Total project $2,704,000.

Project 3: FY16 carryforward 5307 formula funds - $1,870,543 (85%) and General Obligation Bond local match $330,096 (15%) Total project $2,200,639.

Total grant application: $8,183,316.

Purpose of the award: This grant application will provide funding to facilitate the introduction of zero-emission buses and purchase paratransit vans, all of which will replace vehicles that have met their useful life.

Activities to be performed: Assure that proposals selected for funding are responsive to one or more of the needs identified in the New Mexico Department of Transportation Statewide Transportation Improvement Plan. Remain in regular contact with the FTA and provide timely reports as determined by FTA guidance. Provide transit services for seniors and individuals with disabilities and specialized shared-ride transportation services.

Expected outcomes: This funding will reduce the number of single occupancy vehicles. It will provide fixed route service and paratransit service for the mobility-impaired population. It will provide safe and integrated transportation options for the Albuquerque/Bernalillo County area. It will help meet the grantee's transit asset management performance measure target of reducing revenue vehicles that have met or exceeded their useful life benchmark.

Intended beneficiaries: Community - riders and businesses; seniors and individuals with disabilities; various governments, businesses, and community groups to work as partners.
