Grant Description
NJ Transit is requesting $7,474,725 of FY2019 Section 5310 Enhanced Mobility of Seniors and Individuals with Disabilities Transportation Program funds. The total grant amount will be $7,474,725. There is no local match requirement as the CRRSAA permits all unobligated Section 5310 funding (FY21 and prior) to be obligated at a 100-percent federal share for all activities eligible under the Section 5310 program.

Purpose of the Award: The purpose of the award is to assist NJ Transit in meeting transportation needs of the elderly and persons with disabilities by supporting the demand response and mobility management activities of forty-six (46) subrecipients.

Activities to be Performed: Funds in the amount of $3,435,000 will be used to purchase thirty-eight (38) gas vehicles (three (3) 30-ft buses, thirty (30) 30-ft buses, and five (5) vans all with lifts and/or ramps). All 33 buses are powered by gas. Funds in the amount of $923,000 will be used to support seven (7) mobility management projects, and funds in the amount of $1,926,000 will be used to support twenty-two (22) operating projects. Also included are funds in the amount of $443,251 for force account rolling stock inspections at assembly plant and final buy off, and $747,474 for state administration. All operating assistance projects will be considered non-traditional 5310 funds. Large urban operating assistance is included in the amount of $1,876,000 (28% of the large urban apportionment of $6,717,199). Non-urban operating assistance is included in the amount of $50,000 (14% of the non-urban apportionment of $365,798).

Expected Outcomes: NJ Transit expects that subrecipients will utilize funding in this application to support transportation services for seniors and individuals with disabilities statewide.

Intended Beneficiaries: Funds in this application will be used to serve transit needs of seniors and individuals with disabilities statewide.

Subrecipients receiving expansion vehicles have the ability to house and maintain the new vehicles. Housing the vehicles does not mean the vehicle is inside a garage. In most cases, especially the public entities, the vehicle is stored on county/municipality property in an outside lot adjacent to a maintenance facility. In the case of some of the smaller non-profit agencies, the vehicle is parked in the lot of their facility. Title to the vehicles will be in the name of the subrecipient with NJ Transit listed as the first lien holder and physically holding the title. When the federal interest has expired, the liens will be released and titles will be turned over to the subrecipient. In accordance with FTA regulations, NJ Transit will release the lien on the title when a vehicle meets its defined useful life and is therefore no longer an asset with federal interest. Satisfactory continuing control, NJ Transit will maintain the required satisfactory continuing control over the vehicle operating and/or mobility management awards through project administration, regular on-site vehicle inspections, and program audits, maintaining an inventory, and including requirements and language in the subrecipients' contract. When the federal interest has expired on vehicles, the lien will be released and title will be turned over to the subrecipients.

Coordination: NJ Transit has worked with the 21 counties in New Jersey to develop coordinated human service transportation plans (CHSTP) in conjunction with the United We Ride initiative. All subrecipients have been presented to and accepted by the designated planning lead in each county. In addition, we have confirmed that each subrecipient is either named in the plan or meeting a need or gap identified in the plan.

State Management Plan (SMP): NJ Transit used the procedures set forth in the Section 5310 SMP for selecting projects. The state management plan was updated in January 2018 and is attached in TRAMS.

STIP: The project is included in the FY2020-2029 Statewide Transportation Improvement Program (STIP). The Federal Transit Administration and the Federal Highway Administration approved the STIP on December 5, 2019. The STIP ID for the FY2019 Elderly and Persons with Disabilities Program is T150 PAGE III - 42.
