Grant Description
NJ Transit is requesting $4,514,760 for rural programs, which includes $4,384,421 for FY 2019 Section 5311 Non-Urbanized Area Formula Program, including 5311(F) ($3,135,900 operating, $152,416 project administration, $438,442 state administration, $657,663 planning inter-city bus study); and $130,339 for FY 2019 5311(B)(3) Rural Transit Assistance Program (RTAP). The CFDA number is 20.509. This grant will be matched with $3,338,420 local funds, bringing the grant total to $7,853,180.
These funds will be used to support operations for fourteen (14) subrecipients RTAP and project administration. Fourteen (14) subrecipients are requesting funding for services that have met all the federal requirements (Category A). After FTA approves this grant application, NJ Transit will fund subrecipients' services as outlined in this application. However, NJ Transit will only dispense funds for services that meet all the federal requirements (Category A services).
RTAP program will fund the design and implementation of training and technical assistance projects to meet the specific needs of the fourteen (14) subrecipients in the Section 5311 program. State administration is for NJ Transit staff to oversee day-to-day management of activities, including but not limited to federal oversight and compliance, FTA and NTD reporting requirements, grant application and agreement development, finance reimbursements, grant closeouts, on-site reviews, and to provide technical assistance to the subrecipients as needed.
Intercity funds will be used to support a rural intercity study for the state, as the last intercity study was concluded in 2017. The intercity needs of New Jersey are being met. The intercity waiver letter is attached.
Coordination: All counties have developed and submitted public transit human services transportation coordination plans, and these projects are derived from those locally developed plans. NJ Transit has notified Section 5311 subrecipients that their rural service be included in the appropriate county public transit - human services transportation coordination planning process.
State Management Plan: The State Management Plan (SMP) is attached in TRAMS with the most recent updates.
Public Notice: These non-urbanized area formula program funds were published in NJ Transit's Federal Program Public Notice, which was published on April 19, 2021, and May 14, 2021.
STIP: The funds requested in this application are in the FY2020-2024 Statewide Transportation Program (STIP). The Federal Transit Administration and the Federal Highway Administration approved the STIP on February 25, 2020. The STIP ID is T151 Page III-40. NJ Transit recognizes that $3,338,420 in local funding is required for this application and that the local/state share reflected in the STIP under FY2021 sums to $2,000,000. The $1,338,420 difference is funding that originates from the State Transportation Trust Fund (TTF), which NJ Transit drew down from the state and incorporated into the general fund in FY2019. Because these funds were reflected in the 2019 STIP and drawn down by NJ Transit that year, NJ Transit is unable to carry over the state TTF amounts to the current fiscal year within the STIP. NJ Transit confirms that the $1,338,420 amount is available to support this application from its general fund.
Pre-Award Authority: NJ Transit will invoke pre-award authority for this grant on January 1, 2021.
