Overview
Grant Description
NHDOT requests $8,418,192 of Section 5311 funds apportioned to New Hampshire in FY2019, 2020, and 2021. This grant will include funding for rural transit providers, intercity providers, and state administration per the following breakdown:
Project 1: Rural
FFY2019 apportionment carryover: $362,726
FFY2020 apportionment: $3,452,666
FFY2021 apportionment: $3,449,794
Total rural apportionment: $7,265,186
Project 1 (Rural) Scope: Funds will be utilized for six 5311 rural transit services and will support project administration, capital preventive maintenance, and operating assistance for State Fiscal Year 2022. The subrecipients that will benefit from this project include Advance Transit, Community Action Program, Belknap-Merrimack Counties VNA at HCS, Southwestern Community Services, and Tri-County Community Action Program (branded as North Country Transit and Carroll County Transit). This project will also support capital ADA paratransit service for three subrecipients, including Advance Transit, VNA@HCS, and Community Action Program for Belknap-Merrimack Counties.
Project 2: Intercity
FFY2020 apportionment: $690,533
Total intercity: $690,533
Project 2 (Intercity) Scope: An RFP for continued intercity bus services providing connections from regions Littleton and Berlin-North Conway to Concord is envisioned, with expansion of services also being considered consistent with priorities identified in the last intercity bus consultation in 2018, as documented in 2019's Statewide Strategic Transit Assessment (SSTA).
Project 3: State Administration
FFY2021 apportionment: $459,972
Project 3 (State Admin) Scope: NHDOT will require the full 10% apportionment set-aside for program administration. RTAP will not be requested in this grant.
NHDOT executed the FY21 certifications and assurances in TRAMS on 2/19/2021. All activities are programmed in the current NH STIP. The NHDOT is current with all civil rights requirements and FTA annual certifications. All administrative and statutory requirements have been met in accordance with the 5311 Formula Grants for Rural Areas as articulated in FTA Circular 9040.1G.
