Grant Description
Purpose: This is an FFY2021 Section 5311 Rural Funding Application for NDDOT in the amount of $5,952,843 (federal). The full FY2021 5311 Rural apportionment is $6,006,306. NDDOT has suballocated $53,463 to Turtle Mountain to come in directly to FTA. This award also includes the full FY2021 Section 5311 RTAP funds for NDDOT in the amount of $104,737 (federal).

Activities to be performed: The grant scope of work includes the following:

Project 1: State or Program Administration for salaries, training, drug alcohol consultant, and vehicle/facility inspection consultant. Pre-award authority is being utilized for the consultant contract start date of 10/1/2020 and contract amount of $380,000.

Project 2: RTAP for training and technical assistance for rural transit agencies.

Project 3: Operating assistance for rural transit agencies.

Project 4: Project administration for rural transit agencies.

Project 6: Intercity bus - operating assistance project administration/preventive maintenance.

Project 7: Intercity bus - replacement vehicle. Pre-award authority is being utilized for the contract award date of 6/1/2022 for the amount of $67,831.

Expected outcomes: Funding to provide operating assistance to rural and intercity bus transit agencies who provide and coordinate with neighboring transit agencies to provide transportation in their communities. These funds will be used to cover general administrative expenses such as salaries, marketing expenses, insurance premiums or payments, office supplies, facilities and equipment rental, standard overhead rates, and the cost of administering drug and alcohol testing. Funding will also provide for intercity bus preventive maintenance and the purchase of one ADA vehicle. Funding will be provided for rural transit agencies to attend in-state and out-of-state training. This request will also fund the Dakota Transit Association for planning and hosting the annual conference, technical assistance to transit agencies, website development, training, and board member travel and administrative costs. Funding requested is for transit staff salaries, training, a drug alcohol consultant, and the vehicle/facilities inspection consultant.

Intended beneficiaries: Rural and intercity bus transit agencies staff and rural transit riders throughout North Dakota.

Subrecipient activities: Rural and intercity bus transit agencies throughout North Dakota will receive funds for operating assistance, project administration expenses, maintenance, training, and a new ADA vehicle.

Local match funding sources are state aid mill levy and fundraising.

This application includes the 15% ICB requirement.
