Application purpose: The purpose of this award is to provide 2 years of operating assistance to the City of Asheville and its subrecipients for transit operations and implement capital projects in the Asheville urbanized area.

The awards will be used as follows:

Tradition (capital) projects:
- Use by the City of Asheville for ADA paratransit service for the amount of $223,471.
- Use by Buncombe County for the Supplemental Elderly and Disabled Transportation Assistance Program (SEDTAP) transportation service for people with disabilities and the elderly for $57,720.

Non-traditional (other) projects:
- Use by Buncombe County for the Ridership Independence for the Disabled and Elderly (RIDE) voucher program for people with disabilities and the elderly for $42,482.
- Utilize by Land of Sky for the Senior Companion Program for $136,620.
- Use by Madison County for the expanded transportation services to Mars Hill for $33,414.

Program support and administration:
- Use by the City of Asheville for program support and administration for $17,550;

Activities performed: Funds will be used to cover all eligible operating expenses such as driver salaries, fuel, transportation, and nutrition programs for people with disabilities and the elderly, items having a useful life of less than one year, and capital projects, etc., to continue transit operations.

Funds will also be used for program support and administration.

Expected outcomes: Funding awarded will permit the City of Asheville and its subrecipients to continue providing transit operations in the Asheville urbanized area, Buncombe and Madison counties to offer transit service for passengers to commute to and from work, medical appointments at a variety of medical facilities, and participate in social and cultural events.

Intended beneficiaries: The City of Asheville, its subrecipients, and their riders that rely on public transit services in the Asheville UZA and Buncombe County will benefit from continued service that will enable workers to get to and from work and participate in social and cultural events, as well as travel to and from medical facilities for medical appointments.

Subrecipient activities: Funding will permit Buncombe and Madison counties to continue offering transit operations to riders that utilize transportation and nutrition services provided in these communities, as well as use these services for medical appointments, attend social events, and commute to and from work.

It will also enable Land of Sky to offer services to clients that participate in the Senior Companion Program in the Asheville UZA.
