Overview

Grant Description
Purpose: The purpose of this award is to cover 50% of operating and 80-95% of capital and planning related projects and expenses. This includes Section 5307 FFY 2017, 2018, 2019, 2020, and 2021 allocations totaling $5,963,171, and Section 5339 FFY 2019, 2020, and 2021 allocations totaling $465,183. The 5%-50% local share will be supplied by the State of North Carolina non-federal transit funds, local vehicle registration tax revenue, and general fund contributions from the cities of Concord and Kannapolis. The award start date is the same as the date of the award, and the award end date is 3/30/2033.

Activities to be performed: The funds will be used to cover eligible expenses such as capital cost of third-party contracting, operating assistance, non-fixed route ADA paratransit service, employee education and training, comprehensive planning, engineering and construction of bus stop stations, and acquisition of paratransit scheduling software, CAD/AVL system, mobile fare collection system, radios, bicycle racks, data management software, support vehicles, expansion vehicles, and replacement vehicles.

Expected outcomes: Funding will allow Concord Kannapolis Area Transit to continue to provide and enhance public transit service and amenities to its customers.

Intended beneficiaries: Intended beneficiaries include the populace of the cities of Concord and Kannapolis, as well as visitors to the area and commuters into and out of Charlotte.

Subrecipient activities: None.

The City of Concord is the designated recipient of 5307 and 5339 program funds in the Concord UZA. This application is consistent with the designated recipient sub-allocation letter dated April 1, 2021. The application does not include funds for research and/or development activities. Indirect costs will not be applied to this application and its scope of work.

Concord Kannapolis Area Transit serves an urbanized area with populations of 200,000 or more and is required to allocate not less than 0.75 percent of their urbanized area formula program funds to safety-related projects. To meet this requirement, Concord Kannapolis Area Transit will purchase and install a new computer-aided dispatch/automatic vehicle location (CAD/AVL) system on its fleet of 18 vehicles. The safety-related projects are part of ALI 11.52.04. In addition, the required 1% for security expenditures are also part of ALI 11.52.04.
