Grant Description
Details on each of the five required application elements are as follows:

1. Purpose of the Award:
The purpose of this award is to design and construct the Wake Bus Rapid Transit (BRT) New Bern Avenue Corridor Project.

2. Activities to be Performed:
Funds will be used to design and construct the Wake Bus Rapid Transit (BRT) New Bern Avenue Corridor Project. Project activities will include 10 enhanced stations (19 transit platforms), transit infrastructure such as dedicated lanes, piped storm water infrastructure, green storm water infrastructure (GSI), a multi-use path along the southside of the corridor, new sidewalk and sidewalk improvements along the northside of the corridor, water and sewer main upgrades, landscaping, and overall improved connectivity. This project will also provide Americans with Disabilities Act (ADA) access, including ADA compliant handicap ramps, high visibility pavement markings, and updated traffic and pedestrian signal designs with leading pedestrian intervals (LPI) and audible beaconing pedestrian signals.

3. Expected Outcomes:
Funding will permit the recipient to design and construct the necessary infrastructure needed for revenue service of the Wake Bus Rapid Transit (BRT) New Bern Avenue Corridor. Funding will ensure the project can address existing and projected future growth and travel demand, as well as create infrastructure that allows the transit service to bypass major congestion points. The project will facilitate ridership growth along the corridor, improve transit service and customer experience, as well as support local planning efforts to preserve and enhance the quality of life along the corridor.

4. Intended Beneficiaries:
Funding for project design and construction will allow the recipient to implement the Wake BRT New Bern Avenue Corridor Project and deliver a high-capacity bus-based system for transit riders. The addition of BRT to the recipient's existing network of public transportation will allow the system to better meet transit demands, take more cars off the road, and provide faster, more efficient service to riders. Furthermore, the project will connect neighborhoods in the urban core with rapidly growing activity centers of the city, facilitate ridership growth along the corridor, and improve the customer experience.

5. Subrecipient Activities:
No subrecipient activities will be applied for in this application.

6. Project Description:
The project is a 5.39 mile Bus Rapid Transit (BRT) line along New Bern Avenue from the Raleigh Central Business District eastward to North New Hope Road. The project includes construction of a total of ten new stations and the purchase of seven new BRT-style branded electric battery-powered or compressed natural gas (CNG) buses. The project features 3.3 miles of exclusive bus lanes, transit signal priority at intersections, off-board fare payment, and improved passenger amenities. The service is intended to operate in the corridor from 4:00 a.m. to 12:00 a.m. on weekdays, every 10 minutes during peak and every 15 minutes during off-peak hours, with service before 6:00 a.m. and after 9:00 p.m. running every 20 minutes. Weekend service will run every 15 minutes from 7:00 a.m. to 7:00 p.m., and weekend early morning and late evening service will run every 20 minutes. The revenue service date is June 30, 2025.

The City of Raleigh is submitting this application for $35,000,000 in FY 2020 Section 5309 Small Starts funds under discretionary ID #D2020-SMST-003 for the Wake Bus Rapid Transit New Bern Avenue Corridor Project (hereafter Project).

This is an FFY 2020 multi-source Section 5307 and Section 5309 Capital Investment Grant (CIG) funding application in the amount of $41,660,000, representing 43.1% federal share of the total eligible amount. The application scope of work includes engineering design as well as construction efforts of the Wake Bus Rapid Transit (BRT) New Bern Avenue Corridor. The Wake BRT New Bern Avenue Corridor Project is one of four Bus Rapid Transit corridors to be constructed in Raleigh, NC (Wake County). The total project cost is $96,749,509.

Budget / Funding Sources (Award) breakout is as follows:
Federal:

- $6,660,000 in Federal Transit Administration Section 5307 Urbanized Area Federal funds (this award)

- $47,064,048 total federal = 48.6% of total estimated project cost

The discretionary ID for the 5309 funds in the amount of $35,000,000 is: D2020-SMST-003. The discretionary ID for the ARP Capital Investment funds in the amount of $5,404,048 is: D2021-RPSS-010.

Non-Federal Funds (this award):
- $46,817,000 in Wake County tax revenue
- $2,868,461 in City of Raleigh bond package
- $49,685,461 total nonfederal = 51.4% of total estimated project cost

The vehicle purchase is also being performed with funding in the amount of $5,404,048 provided through the ARP Act in award with temporary application number 1065-2022-2 Section 5309 City of Raleigh Bus Rapid Transit Articulated Vehicles for New Bern Ave Corridor. Specifically, the corresponding non-CIG share amounts for scope 140-70/activity line item 13.13.06 has been supplanted by the ARP Capital Investments award consistent with the terms of the ARP Act per FTA American Rescue Plan (ARP) Act Capital Investments information and guidance.

In November 2016, Wake County voters approved a transit-dedicated half-cent sales tax investment to expand and better connect the public transit network through Wake County. The plan will: connect the region, connect all Wake County communities, provide frequent reliable urban mobility, and enhance access to transit. Transit improvements identified in the plan include the implementation of four (4) BRT corridors. The Wake BRT New Bern Avenue Corridor Project will be the first one (1) of four (4) BRT corridors to be constructed. When completed, the project will connect GoRaleigh Station in downtown Raleigh to New Hope Road along New Bern Avenue.

On October 8, 2013, Raleigh voters authorized a $75 million bond for transportation improvements. $4.0 million was allocated in the bond package for New Bern Avenue Corridor improvements. This project is listed and referenced in the signed NC Department of Transportation State Transportation Improvement Plan (STIP) Amendment 45 endorsement letter dated May 17, 2022. The STIP ID number is TP-5160 Construct Bus Rapid Transit on New Bern Corridor. The reference page is attached in application documents section titled: NCDOT 2020-2029 Current STIP page 43 of 49.

The Standard Cost Categories (SCC) Workbook for this project is attached to this grant application titled Standard Cost Categories (SCC) Workbook New Bern Ave BRT.

A Categorical Exclusion was completed for the Wake BRT New Bern Avenue Project. The signed CE letter for concurrence from FTA is attached to the grant application titled DCE Approval Wake BRT New Bern.

Recipient agrees that if it receives federal funding from the Federal Emergency Management Agency (FEMA) or through a pass-through entity through the Robert T. Stafford Disaster Relief and Emergency Assistance Act, a different federal agency, or insurance proceeds for any portion of a project activity approved for FTA funding under this grant agreement, it will provide written notification to FTA and reimburse FTA for any federal share that duplicates funding provided by FEMA, another federal agency, or an insurance company.

This project(s) is listed in the current Statewide Transportation Improvement Program (STIP). The STIP ID is TP-5160. This project is referenced in the STIP on page 43 of 49 under Division 5, and the reference page is attached in application documents.

City of Raleigh will follow all 3rd party procurement policies as defined in C4220.1F (Third Party Contracting Guidance).

City of Raleigh will ensure contractors procured will not be on the FTA Suspension and Debarment List.

There will be no subrecipients funded through the grant application or the projects being implemented by the recipient.
