Overview

Grant Description
This is an FFY 2021 Section 5311 ARP funding application for North Carolina DOT in the amount of $18,226,140 representing 100% federal share of the total eligible amount. This application utilizes ARP funding to prevent, prepare for, and respond to coronavirus.

The application scope of work includes categories for the subrecipients of NCDOT statewide:

- $9,893,876 in operating funds
- $495,553 in capital funds
- $209,718 in RTAP ARP funds
- $5,839,739 in intercity bus funds
- $1,787,254 in state admin funds.

Purpose:
The purpose of this award is to provide the state of North Carolina and its subrecipients operating assistance, eligible capital projects, and for the Rural Transit Assistance Program (RTAP) for the state and its subrecipients.

Expected Outcomes:
Continued safe and effective operation of transit services for rural areas of North Carolina.

Intended Beneficiaries:
North Carolina state transit agencies and citizens in the rural and non-urbanized areas of the state.

Subrecipient Activities:
Several rural agencies will receive operating assistance along with three intercity bus operators. Several rural agencies will receive capital funding for the purchase of equipment eligible for ARP.

The recipient certifies that it and its subrecipients and contractors that are providers of public transportation have not furloughed any employees since March 27, 2020 (the enactment date of the CARES Act). The recipient agrees that if it receives federal funding from the Federal Emergency Management Agency (FEMA) or through a pass-through entity through the Robert T. Stafford Disaster Relief and Emergency Assistance Act, a different federal agency, or insurance proceeds for any portion of a project activity approved for FTA funding under this grant agreement, it will provide written notification to FTA and reimburse FTA for any federal share that duplicates funding provided by FEMA, another federal agency, or an insurance company.

Per ARP, the project(s) in this application is/are not required to be programmed in the long-range transportation plan, statewide transportation plan, or statewide transportation improvement program.

The operating expenses requested in this application were determined by a formula allocation based on the three factors: 1) amount of CARES funding allocated to subrecipients, 2) the normal 5311 formula allocation, and 3) the amount of operating funds requested by the subrecipient. North Carolina DOT understands that the expenses requested in this application are subject to review for their reasonableness as part of the agency's next triennial/state management review.
