Grant Description
Modified project summary/abstract section

This award implements a joint program for NOAA and the NFWF in support of ocean, coastal, and Great Lakes resources established under Title IX, Section 906(c) of Division O of Public Law 114-113, the National Oceans and Coastal Security Act (NOCSA, 16 USC Ch. 94).

This financial assistance award will provide a total of $27,170,000 in funding through the Commerce, Justice, Science; Energy and Water Development; and Interior and Environment Appropriations Act, 2026 (Public Law 119-74) to the National Fish and Wildlife Foundation to:

Provide technical expertise for the review of project proposals;

Issue sub-awards for the planning, design and construction of coastal natural infrastructure;

And monitor and evaluate project performance and program outcomes for the period 1 September 2026 through 31 August 2031.

Natural infrastructure includes coastal marshes and wetlands, dune and beach systems, oyster and coral reefs, mangroves, coastal forests, coastal rivers, vegetated uplands, and barrier islands that help minimize impacts from storms, rising sea levels, and other extreme events.

Funding for the National Coastal Resilience Fund supports a funding competition to select sub-awards through NFWF's request for proposal process.

Specific projects will undergo peer review and the NFWF Board is responsible for making the final selection.

NOAA provides reviewers for the technical review of project proposals and participates in as well as a panel discussion on project merits.

The NFWF Board is responsible for determining which projects are selected for sub-award funding.

This financial assistance award will support NFWF project sub-awards in the categories of community capacity building and planning, site assessment and preliminary design, final design and permitting, and restoration implementation.

In addition to project sub-awards, the cooperative agreement supports:

Collection and analysis of data on performance metrics provided by sub-awardees, as well as collect and analysis of data by a third-party contractor on socio-economic metrics across a suite of resilience projects.

Technical field liaisons, via third party contractor(s), to provide outreach and field support to prospective applicants for the development of partnerships and projects to advance the goals of the NCRF, particularly within under-represented geographies.

Technical reviewers, via third party contractor(s), to assist in proposal review and processing subawards, as needed, for proposals seeking funding for larger-scale, more-complex restoration implementation projects and/or land acquisition.
