Grant Description
THE INFRASTRUCTURE INVESTMENT AND JOBS ACT (IIJA; H.R. 3684, PL 117-58) PROVIDES A TOTAL OF $2.96B TO NOAA. FUNDING WILL SUPPORT TWO PROJECTS LED OUT OF NOAAS PHYSICAL SCIENCES LABORATORY (PSL) TO ADVANCE SCIENCE AND APPLICATIONS: 1) MODERNIZATION OF NOAA PROBABLE MAXIMUM PRECIPITATION (PMP) GUIDANCE AND EXTREME PRECIPITATION ESTIMATION FOR HIGH-HAZARD INFRASTRUCTURE RISK PLANNING, AND 2) NEXT-GENERATION OF NOAA WATER MODELING: DEVELOPMENT AND SUPPORT OF A FRAMEWORK FOR IMPROVEMENTS IN NOAA ENSEMBLE STREAMFLOW FORECASTS. THE PROPOSED WORK FOR PART (1) OF THIS PROJECT WILL ADDRESS TWO MAIN TASKS: 1. MODEL EVALUATION FOR EXTREME PRECIPITATION FITNESS FOR PURPOSE, AND 2. GENERATION OF LONGER-TERM, HIGH-RESOLUTION DYNAMICAL MODEL DATASETS IN COMBINATION WITH ADVANCED STATISTICAL POST-PROCESSING AND AI/ML TRAINING AND EXTENSION APPLICATIONS. BOTH OF THESE TASKS ARE IMPERATIVE TO MEETING THE NOAA-SPONSORED 2024 NASEM STUDY MODERNIZING PROBABLE MAXIMUM PRECIPITATION REPORT RECOMMENDATIONS TO MODERNIZING PMP. THE PROPOSED WORK FOR PART (2) OF THIS PROJECT RESPONDS TO THE CHARGE TO NOAA TO MODERNIZE COASTAL AND INLAND FLOOD AND INUNDATION MAPPING AND FORECASTING, AND NEXT-GENERATION WATER MODELING ACTIVITIES, INCLUDING MODERNIZED PRECIPITATION FREQUENCY AND PROBABLE MAXIMUM STUDIES. SPECIFICALLY, THIS WORK WILL SUPPORT NEXT-GENERATION WATER MODELING ACTIVITIES FOCUSING ON THE FOLLOWING TASKS: 1. PURSUE RESEARCH TO DEVELOP AND PROTOTYPE INNOVATIONS IN A HYDROLOGIC MODELING SYSTEM THAT INCORPORATES BOTH PHYSICALLY BASED AND MACHINE LEARNING (ML) ELEMENTS. 2. COORDINATE AND COLLABORATE WITH PARTNERS IN NOAAS OFFICE OF WATER PREDICTION TO ALIGN WITH NEXTGEN NATIONAL WATER MODEL FRAMEWORK AND/OR THE HYDROLOGICAL ENSEMBLE FORECAST SYSTEM TOWARD AN ULTIMATE GOAL OF IMPROVED HYDROLOGICAL MODELING PREDICTIONS.
