Grant Description
Funding was approved in 2024 through the Coastal Wetlands Planning, Protection, and Restoration Act (CWPPRA) program for construction of the South Delacroix Marsh Creation Project (BS-0047).
This project, led by the Louisiana Coastal Protection and Restoration Authority as the local cost share partner, will yield engineering and design plans detailing the features of this project to restore over 400 acres of marsh utilizing a layout to help protect the community of Delacroix in St. Bernard Parish, Louisiana.
The project will contribute to a suite of projects designed to aid in the protection from storm surges of this historic and culturally distinct fisheries-centric community.
Coastal wetlands are Louisiana's first line of defense during hurricanes and storms, protecting communities and infrastructure from the damaging effects of wind, waves, and flooding.
They also provide habitat for fish and shellfish, which support a statewide seafood industry valued at nearly $1 billion per year.
However, the Louisiana coastline has deteriorated considerably over the last several decades, with one of the highest rates of wetland loss in the world.
Since 1990, the CWPPRA program has served as the primary means for responding to coastal wetland loss in Louisiana.
Each year, large-scale restoration projects are approved for funding by the CWPPRA Task Force.
The Task Force is composed of the State of Louisiana and five participating federal agencies: NOAA, U.S. Army Corps of Engineers, U.S. Environmental Protection Agency, U.S. Fish and Wildlife Service, and the Natural Resources Conservation Service.
This project will aid in the restoration of habitat along Louisiana's coast, increase protection for people and property, and benefit some of America's richest fisheries.

Funding Goals
TO PROVIDE GRANTS AND COOPERATIVE AGREEMENTS FOR HABITAT CONSERVATION ACTIVITIES INCLUDING COASTAL AND MARINE HABITAT RESTORATION AND PROTECTION. PROJECTS ARE FUNDED TO CARRY OUT PUBLIC POLICY PERTAINING TO PROTECTION AND RESTORATION OF THE NATION'S WETLANDS, RIVERS, AND OTHER COASTAL HABITATS (INCLUDING GREAT LAKES HABITATS), PURSUANT TO THE FISH AND WILDLIFE COORDINATION ACT, MAGNUSON FISHERY CONSERVATION AND MANAGEMENT ACT AS REAUTHORIZED IN 2006, ENDANGERED SPECIES ACT, ESTUARY RESTORATION ACT, MARINE MAMMAL PROTECTION ACT, MARINE PLASTIC POLLUTION RESEARCH AND CONTROL ACT OF 1987, COASTAL WETLANDS PLANNING, PROTECTION AND RESTORATION ACT (CWPPRA), CORAL REEF CONSERVATION ACT, MARINE DEBRIS RESEARCH, PREVENTION, AND REDUCTION ACT, INFRASTRUCTURE INVESTMENT AND JOBS ACT (IIJA), AND OTHER LEGISLATION. RESEARCH AND MANAGEMENT INCLUDES DETERMINING THE EFFECTS OF HABITAT MODIFICATIONS AND CONTAMINANTS ON POPULATIONS OF LIVING MARINE RESOURCES, RESTORING DEPLETED STOCKS THAT HAVE BEEN ADVERSELY IMPACTED BY HABITAT MODIFICATIONS, DETERMINING IF ARTIFICIAL OR RESTORED HABITAT FULFILLS ESSENTIAL HABITAT NEEDS OF LIVING MARINE RESOURCES, AND THE REMOVAL OF DAMS AND OTHER IN-STREAM BARRIERS TO SUPPORT PASSAGE FOR NATIVE MIGRATORY OR SEA-RUN FISH, AND QUANTIFYING CONTAMINANTS AND DEBRIS THAT POSE A HAZARD TO POPULATIONS OF THESE ANIMALS.
