IALKAY ATLINTASALTINTAS UNIVERSITY OF CALIFORNIA SAN DIEGO SAN DIEGO SUPERCOMPUTER CENTER MANY LARGE AND DESTRUCTIVE WILDFIRES HAVE IMPACTED PUBLIC LANDS ACROSS THE UNITED STATES IN RECENT YEARS. OBSERVATIONS FROM OPERATIONAL WEATHER SATELLITES PROVIDE A VITAL SOURCE OF INFORMATION THAT CAN BE USED TO SUPPORT INCIDENT RESOURCE MANAGEMENT. EARLY DETECTION OF NEW FIRES USING SATELLITE OBSERVATIONS PROMOTES A TIMELY RESPONSE BY LAND MANAGERS TO EMERGENT THREATS THAT HELPS REDUCE THE RISK TO PEOPLE, PROPERTY, AND COMMERCE POSED BY FIRES. THE WORK DESCRIBED IN THIS PROPOSAL IS PART OF A MULTI-AGENCY EFFORT TO USE SATELLITE DATA TO RAPIDLY DETECT AND MONITOR WILDFIRES IN ALL AREAS WHERE THE SECRETARY OF THE INTERIOR OR THE SECRETARY OF AGRICULTURE HAVE STATUTORY RESPONSIBILITY FOR WILDFIRE PROTECTION AND PREVENTION. THE PROPOSED ACTIVITIES WILL DEVELOP NEW CAPABILITIES IN THE NEXT GENERATION FIRE SYSTEM (NGFS) THAT HELP ADDRESS THE OPERATIONAL NEEDS OF FIREFIGHTERS AND LAND MANAGERS. THE NGFS IS AN ARTIFICIAL INTELLIGENCE METHOD THAT USES SATELLITE OBSERVATIONS TO ENABLE DELIVERY OF ACTIONABLE INFORMATION AND ANALYSIS-READY DATA FOR ACTIVE FIRE APPLICATIONS. THE PROPOSED TASKS WILL TOGETHER LEAD TO EARLIER ALERTS OF NEW WILDFIRES OCCURRING ON FEDERAL LANDS AND TO NEW OR IMPROVED PRODUCTS FOR MONITORING WILDFIRE INCIDENTS. THE TASKS WILL ALSO LEAD TO NEW TOOLS THAT IMPROVE THE INTEROPERABILITY OF SATELLITE-DERIVED FIRE INFORMATION WITH OTHER FIRE DETECTION SYSTEMS AND OBSERVATIONS. WE WILL WORK CLOSELY WITH STAKEHOLDERS TO COLLABORATIVELY DEVELOP, TEST, DEMONSTRATE, AND ENHANCE THE NGFS FIRE DETECTION, ALERTING, AND MONITORING TOOLS.
