Overview

Grant Description
Purpose: The University of Guam Sea Grant presents its strategy to implement the goals laid out in its FY2024-27 strategic plan, found here: https://seagrant.uog.edu/aboutus/. The grant funding vehicle to achieve these objectives and outcomes is through the National Sea Grant College Program, established by the U.S. Congress in 1966 (amended in 2008, Public Law 110-394) to be a highly leveraged federal and state partnership to harness the intellectual capacity of the nation's universities and research institutions to solve problems and generate opportunities in coastal communities.

The National Sea Grant College Program has supported Guam and the Micronesia region communities through research, extension and education. In addition to required grant progress reporting, the recipient will report defined measures and metrics as well as success stories annually and will be evaluated on performance during a site review expected in 2024 or 2027.

Activities to be performed: The University of Guam Sea Grant program contributes to the national focus areas and goals, aligning their focus areas with all four of the National Sea Grant Strategic Plan's focus areas of: Healthy Coastal Ecosystems, Sustainable Fisheries and Aquaculture, Resilient Communities and Economies, and Environmental Literacy and Workforce Development. Activities within each of these focus areas include research, extension and educational projects that aim to further its mission and the National Sea Grant College Program's stated mission.

Expected outcomes: The Guam Sea Grant program will advance the comprehension, evaluation, development, management, utilization, and preservation its ocean, waters, and natural resources. These crucial endeavors serve to bolster educational foundations, facilitate research and training initiatives, ensure wide and timely sharing of knowledge and methodologies, and encourage multidisciplinary approaches to addressing environmental challenges. Specific outcomes include, but are not limited to: Embrace a holistic watershed approach, known as the Ridge-to-Reef approach, to enhance coastal ecosystems through the Guam Restoration of Watersheds (GROW) initiative.

Expand awareness of Guam's distinctive social-ecological systems by promoting community engagement, bolstering local expertise in STEM and sustainability fields, and nurturing a commitment to Guam's environmental sustainability, circular economy, fisheries, and aquaculture Enhance the effectiveness of environmental literacy communication with stakeholders and prepare a diverse and adaptable workforce to excel in evolving conditions. Foster collaboration among universities, communities, industries, and Sea Grant resources to optimize the utilization of ocean and coastal assets in Guam and the broader Micronesia region of the Pacific.

Subrecipient activities: Guam Sea Grant intends to distribute funds to principal investigators across the Pacific region who have successfully secured funding through the National Sea Grant College Program's competitive policy. Furthermore, subawards may also be allocated for extension or education purposes, including fellowships, internships, and graduate research assistantships.
Funding Goals
TO SUPPORT THE ESTABLISHMENT AND OPERATION OF MAJOR UNIVERSITY CENTERS FOR MARINE RESOURCES RESEARCH, EDUCATION, AND TRAINING AND TO SUPPORT MARINE ADVISORY SERVICES. SOME INDIVIDUAL EFFORTS IN THESE SAME AREAS ALSO RECEIVE FUNDING.
