Grant Description
Purpose: The National Sea Grant College Program was established by the U.S. Congress in 1966 (amended in 2008, Public Law 110-394) to be a highly leveraged federal and state partnership to harness the intellectual capacity of the nation's universities and research institutions to solve problems and generate opportunities in coastal communities.
For over 50 years, the National Sea Grant College Program has supported coastal and Great Lakes communities through research, extension, education, and communication. Sea Grant's mission is to enhance the practical use and conservation of coastal, marine and Great Lakes resources to create a strong and sustainable economy, a healthy environment and resilient and inclusive communities.
This grant allows the University of Hawaii Sea Grant College Program (Hawaii Sea Grant) to implement the goals described in the University of Hawaii Sea Grant College Program 2024-2027 Strategic Plan. In addition to required grant progress reporting, Hawaii Sea Grant will report annually defined measures and metrics as well as success stories; Hawaii Sea Grant will be evaluated on performance during a site review, which is expected in 2028 or 2029.
Activities to be performed: Hawaii Sea Grant aligns its focus areas and goals with the National Sea Grant Strategic Plan's focus areas of: Healthy Coastal Ecosystems, Sustainable Fisheries and Aquaculture, Resilient Communities and Economies, and Environmental Literacy and Workforce Development. Activities within each focus area include research, extension, education, and communication projects that further the National Sea Grant College Program's stated mission.
Expected outcomes: NOAA provides funding to Sea Grant institutions to increase the understanding, assessment, development, management, utilization, and conservation of the nation's ocean, coastal, and Great Lakes resources. These important efforts promote a strong educational base, responsive research and training activities, broad and prompt dissemination of knowledge and techniques, and multidisciplinary approaches to environmental problems, in accordance with 33 U.S.C. 1121(B).
Specific outcomes identified by the recipient include and are not limited to the following: Support research, extension, education, and communication activities that increase understanding and stewardship of coastal and marine resources in Hawaii and the Pacific region. Enhance fundamental understanding of coastal resources by providing tangible solutions to priority issues and needs facing our coastal communities and developing new products, services, and sustainable practices that conserve resources, habitats, and biological diversity for future generations. Engage communities to identify needs, create connections, and provide resources and toolsco-developed between the University of Hawai'i and coastal communities, thus ensuring that state-of-the-art evidence-based information is available to policy makers, small and large business owners, resource managers, community-based organizations, and educators, among others.
Assist with the dissemination of state-of-the-art research results through appropriate translation of information for specific applications that support informed decision-making on coastal resource management and policy decisions.
Intended beneficiaries: Residents, interested parties, and decision-makers throughout the state of Hawaii and Pacific region.
Subrecipient activities: The recipient plans to subaward funds to principal investigators throughout the state of Hawaii who successfully compete for funding following the National Sea Grant College Program's competition policy. Additionally, funding may be subawarded for extension, education, and communication work.
