Overview
Grant Description
Purpose: The National Oceanic and Atmospheric Administration (NOAA) is providing ongoing funding through the National Coastal Zone Management Program to the state of Michigan to help administer the state’s federally approved coastal management program.
The National Coastal Zone Management Program, under the Coastal Zone Management Act, is an important voluntary federal-state partnership that protects, restores, and responsibly develops our nation’s coastal communities and resources by balancing economic development, coastal uses, and natural resource protection.
NOAA’s investment of over $3,105,000 is leveraging over $2,622,000 in state, local and private funds.
These funds will support jobs and provide continued assistance to the Michigan Coastal Management Program to address many important coastal issues in the state including habitat restoration, public access, and coastal hazards.
In addition, the funding supports ongoing coastal planning and technical assistance to local governments.
The award also supports new initiatives such as a partnership with the Michigan Association of Planning to develop a Coastal Solutions Compendium, which will compile planning and zoning best practices, templates, and resources, and deliver them to communities for enhanced coastal resilience planning and action.
Additionally, the award is funding a number of local projects, including:
* A resilience chapter for the City of Alpena’s master plan;
* An educational program to consider resilience for and connect residents to Covert Park’s beaches and dunes along Van Buren County’s shoreline;
* A variety of training materials and workshops for homeowners, realtors, and others to increase awareness of (and action on) shoreline management and water quality issues;
* Capacity-building activities, including hosting six Coastal Leadership Academy workshops, for six counties along Lake Huron’s Saginaw Bay;
* Similarly, capacity-building and direct technical assistance to support implementation of resilience projects in five more Lake Huron counties in northeast Michigan;
* Vulnerability assessments and resilience plans, ordinances, and policies for ten Great Lakes communities;
* An Elk River Corridor study that will include detailed plans for erosion control and sustainable public access with nature-based solutions;
* Improvements to and interpretation of the South Pier Entrance Light in Grand Haven;
* An engineering and design plan to replace a failing seawall with more natural shoreline management features at Burke Park in the City of New Baltimore;
* Final designs and implementation of nature-based solutions in Jefferson Village Park in the City of Detroit; and
* Installation of nature-based solutions to enhance coastal habitat and reduce stormwater runoff in two City of Alpena parks.
