Cooperative Agreement
Overview
Grant Description
Purpose: The National Oceanic and Atmospheric Administration (NOAA) is providing ongoing funding through the National Coastal Zone Management Program to the State of Delaware to help administer the state’s federally approved coastal management program.
The National Coastal Zone Management Program, under the Coastal Zone Management Act, is an important voluntary federal-state partnership that protects, restores, and responsibly develops our nation’s coastal communities and resources by balancing economic development, coastal uses, and natural resource protection.
NOAA’s 2024 investment of $1,664,000 is leveraging over $1,578,000 in state funds.
These funds will support jobs and provide continued assistance to Delaware's coastal management program to address many important coastal issues in the state including community resilience to coastal hazards, implementation of the State Climate Action Plan, environmental monitoring, and advancing regional partnerships for ocean planning.
For example, projects will update sea level projections and a marsh migration model for Delaware, allowing for better planning.
Another ongoing effort will help support a community, NGO and agency partnership to remediate flooding and chemical contamination in South Wilmington to improve community health and restore ecosystem function.
The funding also supports ongoing coastal permitting, planning, public outreach, restoration, and assistance to municipalities.
The award also supports new initiatives such as developing innovative techniques to monitor the effectiveness of habitat restoration projects in a more cost-effective manner.
The award will also support the development of an assessment of the Delaware Coastal Management Program to identify priority management needs and a strategy to address some of these needs over the next five years.
