In this application BSD requests to obligate the full FY2024 balance of $10,380,591.

This obligates the full apportionment of FY2024 funds and therefore leaves no remaining portion to obligate at a later date.

Activities performed: Metro continues to introduce lower emission buses equipped with the latest technological advancements into its fleet of revenue vehicles.

Funds in this application will support the acquisition of up to 12 diesel-electric buses, a 1:1 replacement for existing diesel buses that have met or will have met or exceeded their useful lives at the time of replacement.

The diesel-electric hybrid bus project is consistent with Metro's fleet management plan and our transit asset management plan.

This purchase is a one-for-one direct replacement that will not change Metro's 20% spare ratio.

Project budget total: $12,911,184 [Federal: $10,328,947 / Local: $2,582,237]

This funding will support related workforce development activities.

The Low-No Grant Program allowed Metro to identify partners in the project and Bi-State has selected Gillig to provide training programs to represent the corresponding bus order (vehicle specifications and equipment).

The programs can be modified further as needed to meet the production needs.

Gillig's training program is designed to instruct Metro's transportation and maintenance personnel in the proper methods of operating, maintaining, and servicing the buses.

To further aid in the training of our maintenance group, Gillig will also supply a set of bus training DVDs to support the workforce development activities.

Project budget total: $64,555 [Federal: $51,644 / Local: $12,911]

A detailed description of each activity is listed in the extended budget description under its respective project and activity line item (ALI).

Expected outcomes: The proposed project will allow Metro to remove up to twelve diesel-fueled buses that will have met or exceeded their useful life and replace them with up to twelve reduced emission diesel-electric hybrid buses.

Deploying this newer energy technology will also reduce current energy consumption and harmful emissions including greenhouse gases and particulates.

With this integration we will achieve a more efficient transit solution (by reducing the amount of diesel fuel consumed each year) while maintaining the operations reliability seen with full diesel-powered equipment of similar kind.

Intended beneficiaries: Project activities programmed in this application will primarily benefit the environment by reducing Metro's annual direct carbon (greenhouse gas) emissions, preventing the release of harmful emissions and particulate matter, and thus reducing fossil fuel consumption.

Lower emission vehicles will have a considerable positive health impact on the local community.

Subrecipient activities: No subrecipient activities are being programmed into this application.

THE LOW-NO PROGRAM PROVIDES FUNDING FOR THE PURCHASE OR LEASE OF ZERO-EMISSION AND LOW-EMISSION TRANSIT BUSES INCLUDING ACQUISITION CONSTRUCTION AND LEASING OF REQUIRED SUPPORTING FACILITIES SUCH AS RECHARGING REFUELING AND MAINTENANCE FACILITIES.
