Grant Description
Application Purpose: Purpose: Bi-State Development Agency (BSD) would like to program funds in this application that were allocated to the St. Louis MO-IL UZA under the FY2023 49 U.S.C. 5324 - Emergency Relief Program funding apportionment. As published in the tables referenced in the Federal Register Vol. 79 No. 194 the agency's total apportionment for fiscal year 2023 is $27675000 of which no portion was allocated to Region V - Madison County Illinois.

The public transportation Emergency Relief Program - 5324 helps states and public transportation systems pay for protecting repairing and/or replacing equipment and facilities that may suffer or have suffered serious damage as a result of an emergency including natural disasters such as floods hurricanes and tornadoes. In this application BSD is applying for $22825000 of its total allocation of $27675000. Local match funds of $00 will be provided for a total of $22825000 in projects being programmed in this application. This grant has been funded at 100% federal share and no local match commitment is required.

To date the FY2023 49 U.S.C. 5324 - Emergency Relief Program funds are being applied as follows: $27675000 total FY2023 49 U.S.C. 5324 - Emergency Relief Program apportionment to the St. Louis MO-IL UZA $- transferred to Region V Madison County Illinois $22825000 applying for in this application $4850000 remaining funds to program at a later date.

The remaining funds of $4850000 will be applied for at a later date to conduct future mitigation activities which may require environmental review determinations and/or inclusion in the TIP/STIP regional planning documents.

Activities Performed: Project activities programmed in this application will take place to protect repair and/or replace equipment and facilities that have suffered serious damage or threat of damage as a result of the natural disaster. Recovery from capital and operating losses including but not limited to emergency services emergency protective measures; direct staff labor; debris removal activities; outside contractor services; track and rail equipment; transit vehicles; signal and communication housing structures; and other related expenditures incurred directly in response to and as a result of this federally declared emergency.

Expected Outcomes: The project will result in the recovery from damages obtained at approximately 16 facilities including communication rooms signal houses elevators track along rail alignment and vehicles impacted by damage caused by flood waters. Flood mitigation projects are designed to prevent further damage to vulnerable track and critical equipment should future storm events occur.

Intended Beneficiaries: This project will benefit the transit riding public that was adversely affected by disruption in services after the flood. It also benefits the public and operators by restoring the safety of Bi-State assets and equipment essential ADA services and other immediate or potential threats to the employees and transit riding public.

Subrecipient Activities: No subrecipient activities are being programmed into this amendment application.
Funding Goals
THE EMERGENCY RELIEF PROGRAM PROVIDES FUNDING TO PUBLIC TRANSIT OPERATORS IN THE AFTERMATH OF AN EMERGENCY OR MAJOR DISASTER. THE PROGRAM FUNDS CAPITAL PROJECTS TO PROTECT REPAIR OR REPLACE FACILITIES OR EQUIPMENT THAT ARE IN DANGER OF SUFFERING SERIOUS DAMAGE OR HAVE SUFFERED SERIOUS DAMAGE AS A RESULT OF AN EMERGENCY AS WELL AS OPERATING COSTS OF EVACUATION RESCUE OPERATIONS TEMPORARY PUBLIC TRANSPORTATION SERVICE OR REESTABLISHING EXPANDING OR RELOCATING SERVICE BEFORE DURING OR AFTER AN EMERGENCY.
