Grant Description
Purpose:
Bi-State Development Agency is submitting this application to apply for the funds awarded to the St. Louis MO-IL UZA in the fiscal year 2020 Section 5337 State of Good Repair Allocation as published in the tables referenced in the June 3, 2020 Federal Register (Volume 85, No. 107). We are also applying for funds awarded to the St. Louis MO-IL UZA in the fiscal year 2021 Section 5337 State of Good Repair Program Allocation as published in the tables referenced in the July 22, 2021 Federal Register (Volume 86, No. 138). The agency's total award for the fiscal year 2020 under this program is $16,826,478; fiscal year 2021 award is $17,016,965. Federal funds totaling $23,516,515 are being requested in this application; BSDA will provide a local match of $5,879,130 for a total of $29,395,645 in projects being programmed in this application. BSD match is derived from local sales tax.
To date, the FY2020 Section 5337 funds have been applied as follows:

To date, the FY2021 Section 5337 funds have been applied as follows:

Activities to be performed:
Funds in this application will support replacement and rehabilitation projects which allow Metro to maintain its rail transit vehicles, equipment shops, and facilities in an ongoing state of good repair. Eligible state of good repair activities include capital projects that maintain the transit system in a state of good repair, including projects to replace and rehabilitate rolling stock, track, line equipment and structures, signals and communications, power equipment and substations, passenger stations and terminals, security equipment and systems, maintenance facilities and equipment, and operational support equipment including hardware and software. All projects being programmed in this application are eligible state of good repair program activities. Specific project activities may include, but are not limited to: rehabilitation of MetroLink bridges and tunnels, right-of-way structural repairs, feeder wire/water mitigation, elevator rehabilitation, standpipe replacement in MetroLink tunnels, slope stability/drainage/culvert improvements, rail tie replacement, installation of grade crossings, and upgrades to and/or replacement of existing LRVs. The full description of each activity being programmed in this award is listed in the extended budget description and attached in the application documents section of this application (1830-2022-5 Detailed Project Activities.docx).
Expected outcomes:
The rehabilitation, repair, and replacements will contribute to the safer operation and extended useful life of the agency's transit assets, which enhances the safety of our employees, MetroLink riders, and pedestrians.
Intended beneficiaries:
Activities being undertaken in this award will benefit the riders of the MetroLink light rail system, associated transit staff, and the region overall, including the surrounding communities. Maintaining transit assets in an ongoing state of good repair extends the safety and useful life, complies with our agency's transit asset management plan. Continuous efforts of replacing vehicles and other transit-related assets preserve the reliability and overall safety of the transit system.

No subrecipient activities are being programmed into this application.
TIP/STIP program:
Projects identified in this application are included in the FY2022-2025 Transportation Improvement Programs approved by the East West Gateway Board of Directors on October 27, 2021. One DOT letter issued on November 21, 2021, approves the inclusion of the aforementioned TIPs in the STIP (Missouri). Documentation of these program plan inclusions and approval letters have been uploaded to the application documents section of this application.
